Eligible applicants are households with an average standard of living whose names are on the list recognized by the People's Committee at the commune level according to the standards stipulated by Dong Nai province in each period.

Preferential loans are provided to households with an average standard of living, up to a maximum of 100 million VND per household, using local funds.

Households are not required to mortgage assets and are exempt from loan application fees. However, they must be members of a savings and loan group, selected and listed by the savings and loan group for loan application, with confirmation from the People's Committee of the commune where they reside; the head of the household or an authorized representative of the household members must have full legal capacity to transact with the lender (loans are granted through the household, and all household members are jointly responsible for the loan amount).

The regulations also stipulate that loans to enterprises, cooperatives, and cooperative unions for production and business development to participate in the One Commune One Product program, rural tourism development, traditional craft village development, organic agriculture development, and high-tech agriculture development in the province are limited to a maximum of 4 billion VND per project/organization. The interest rate is equal to the interest rate for loans to poor households as stipulated by the Prime Minister in each period. The maximum loan term is 120 months.

In addition, borrowers also receive advisory support from socio-political organizations, savings and loan groups, the Dong Nai Provincial Branch of the Social Policy Bank, and state management agencies in the province.
