The Chairman of the Provincial People's Committee directed the strengthening of forest and wildlife protection before, during, and after Tet.

In recent times, the management and protection of forests, forest fire prevention and control, and wildlife protection in the province have continued to be proactively and effectively implemented by local Party committees, authorities, functional agencies, and forest owners; the awareness, consciousness, and responsibility of the entire society regarding forest protection, forest fire prevention and control, and wildlife protection have seen many positive changes; violations of forestry laws and forest fires in the province in 2025 decreased in terms of both the number of incidents, scale, and area of forest damage; forest security and environment have been maintained stably.

In Ha Tinh province, nearly 34,500 hectares of forest have received FSC certification.

To further strengthen inspection and control, and effectively implement forest management and protection, forest fire prevention and control, and wildlife protection in the province, especially before, during, and after the Lunar New Year of the Year of the Horse 2026, the Chairman of the Provincial People's Committee assigns specific tasks to relevant units and localities.

Specifically, forest management units must seriously fulfill their responsibilities and obligations in managing and protecting forests, and preventing and controlling forest fires as stipulated in the Forestry Law; focus on inspecting, reviewing, and identifying key forest areas at high risk of encroachment and key forest areas prone to fire to develop and effectively implement forest protection and fire prevention and control plans before, during, and after the Lunar New Year of the Year of the Horse 2026; proactively deploy forces and closely coordinate with functional agencies and local authorities to strengthen patrols and inspections, effectively carrying out forest protection at the source and protecting wildlife; detect, prevent, and strictly handle violations of forestry laws; proactively implement the "four on-the-spot" principle, ready to participate in timely forest fire fighting to minimize damage.

Effectively implement the contents of the approved Sustainable Forest Management Plan for the period 2021-2030; for forest management units whose Sustainable Forest Management Plans have not yet been approved, promptly complete and submit them to the competent authority for appraisal and approval before implementation. Complete the targets and tasks for forest protection and development in 2025, and proactively develop and implement the plan for 2026.

Any forest owner who allows violations of forestry laws or forest fires to occur in the forest area under their management without detecting, handling, or reporting them promptly will be held accountable to the Provincial People's Committee and to the law.

The People's Committees of wards and communes will continue to thoroughly understand, disseminate, and seriously and effectively implement the directives from the Central Government and the province on strengthening the Party's leadership over the management, protection, and development of forests; and on strengthening the protection of wild and migratory birds, etc.

Upholding the spirit and responsibility, effectively performing the State management function in forestry in the area; directing functional departments and agencies to closely coordinate with forest ranger stations and forest owners in the area to inspect and review to identify key forest areas at high risk of encroachment and key areas prone to fire, in order to focus on directing, inspecting, and supervising the effective implementation of forest protection at the source, fire prevention and control, especially for existing natural forest areas.

Strengthen inspection and supervision of programs and projects related to forests and forest land; forest product processing and trading establishments; areas where hunting, trapping, trading, transporting, and consuming wild animals frequently occur; promptly detect, prevent, and strictly handle violations of forestry laws (including the illegal exploitation and trading of non-timber forest plants originating from natural forests for ornamental purposes); review outstanding cases related to forests and forest land in the area to focus on resolving them completely.

If any locality allows violations of forestry laws or forest fires to occur within its assigned management area without timely detection, handling, and reporting, the Chairman of the People's Committee of the commune shall be held responsible before the Provincial People's Committee and before the law.

The Department of Agriculture and Environment directs and guides forest management units to seriously implement the responsibilities of forest owners as stipulated in the Forestry Law and the above directives, especially in building and effectively implementing forest protection and fire prevention plans before, during, and after the Lunar New Year of the Year of the Horse 2026.

Directing forest rangers to coordinate and advise local authorities on effectively performing state management functions in forestry in the area; proactively coordinating with relevant agencies and local authorities to develop plans for patrolling, inspecting, and cracking down on key natural forest areas at high risk of encroachment, areas where hunting and trading of wild animals and migratory birds frequently occur, and key forest areas prone to fires…; detecting, preventing, and promptly handling violations of forestry laws in the area; developing a plan to implement the Sustainable Forestry Development Program in 2026 in a timely and realistic manner; developing a plan and organizing an effective campaign for the "Tree Planting Festival in memory of President Ho Chi Minh" on the occasion of the Lunar New Year of the Horse in 2026.

The Provincial Police and the Provincial Border Guard Command effectively implemented measures to combat violations of forestry laws; directed subordinate units to strengthen close coordination with forest rangers, local authorities, and forest owners to organize patrols, inspections, and promptly detect, prevent, and strictly handle violations of the Forestry Law and resistance to law enforcement; strictly implemented the coordination regulations signed between units and the Department of Agriculture and Environment and the Forest Protection Sub-Department; and proactively prepared forces, equipment, and supplies to promptly respond to emergency forest fire situations when required.

The Department of Culture, Sports and Tourism, the Provincial Newspaper and Radio and Television Station will strengthen the dissemination and education of laws on forest management, protection and development, wildlife management and protection, and forest fire prevention and control; the responsibilities of all levels, sectors, and forest owners in forest protection and development and forest fire prevention and control; promptly highlight exemplary organizations and individuals who perform well, and criticize violations of forestry laws and resistance to law enforcement officers…

The Provincial Fatherland Front Committee is requested to strengthen propaganda and mobilization efforts to encourage its members and the people to actively participate in forest protection and development, forest fire prevention and control, and wildlife protection; and to coordinate with Party committees, government agencies, and relevant departments to resolutely combat violations of forestry laws...
