Ha Tinh tightens management of rice seed supply.

(Baohatinh.vn) - The Department of Agriculture and Environment of Ha Tinh province is strengthening price management and organizing the supply of rice seeds in the area to reduce production costs and protect the legitimate rights of farmers.

In order to strengthen state management of rice seed quality and market prices in the province, the Department of Agriculture and Environment (NN&MT) has recently issued documents: No. 7680/SNNMT-PTNTQLCL dated December 5, 2025, and No. 7801/SNNMT-PTNTQLCL dated December 8, 2025, requiring the use of rice seeds packaged in 5kg/bag and 10kg/bag.

The Department of Agriculture and Environment has directed localities to strengthen propaganda and guidance for businesses to only trade and use rice varieties included in the approved Spring Crop Production Plan for 2026.

Following the directives of the Standing Committee of the Provincial People's Council and the Chairman of the Provincial People's Committee after the questioning session at the 34th Session of the 18th Provincial People's Council, the Department of Agriculture and Environment continued to issue Document No. 7945/SNNMT-PTNTQLCL regarding the use of rice seeds packaged in 5 kg/bag and 10 kg/bag packages in support under Government Decree No. 112/2024/ND-CP and Provincial People's Council Resolution No. 143/2025/NQ-HĐND.

Accordingly, the Department of Agriculture and Environment requested localities to strengthen propaganda and guidance for seed production and trading establishments and people to only trade and use rice varieties included in the approved Spring Crop Production Plan for 2026, with packaging specifications of 5 kg/bag and 10 kg/bag. The People's Committees of communes and wards are urged to promptly implement the purchase of rice seeds from funding sources under central and provincial policies, ensuring the correct seed structure, clear origin, quality, appropriate packaging specifications, and the lowest possible selling price as guided, in order to promptly serve the 2026 spring crop production.

Localities in Ha Tinh province are carrying out the first phase of land preparation in anticipation of the 2026 spring crop.

Furthermore, the Department of Agriculture and Environment decided to remove the VNR10 rice variety from Ha Tay Seed Company from the seed structure in the 2026 spring crop production plan because the company did not participate in the implementation as proposed and planned. This clearly demonstrates the Department of Agriculture and Environment's stance in directing and managing production. Accordingly, businesses participating in supplying seeds to the provincial market must fully comply with regulations, commitments, and responsibilities for coordination.

Mr. Le Tung Duong, Deputy Head of the Rural Development and Quality Management Sub-Department (Department of Agriculture and Environment), said: “The Department has established a team to inspect the quality of agricultural supplies and materials serving the 2026 spring crop production in the province. The team focuses on inspecting the compliance with the law by agricultural supply production and business establishments; the adherence to the structure, types, quality, packaging specifications and selling prices; and at the same time, guiding and urging localities and establishments to implement the 2026 Spring Crop Production Project to ensure the correct crop structure, planting schedule and the industry's operational direction.”

Cam Binh commune informed the people about the directives from the Department of Agriculture and Environment regarding seed prices.

Based on the directives from the Department of Agriculture and Environment, many communes and wards have received the information and implemented it at the grassroots level, promptly ensuring the supply of seeds for the spring crop.

For the 2026 spring crop, Cam Binh commune organized production on an area of ​​over 1,500 hectares, mainly focusing on key rice varieties such as Bac Thinh, Khang Dan 18, VNR20, Nep 98, and DT39. Before the start of the production season, the local authorities directed specialized departments to survey and assess seed needs, and simultaneously worked with seed suppliers to agree on supply sources, selling prices, and packaging specifications according to the guidelines of the Department of Agriculture and Environment. To date, all 28 villages in the commune have completed the registration to purchase seeds supported by the budget, in 5kg and 10kg packages, replacing the previous 1kg packaging.

Mr. Dang Van Thai, Chairman of the People's Committee of Cam Binh commune, said: "The commune continues to promote propaganda to ensure that people follow the correct seed structure as directed by the province, prioritizing the use of 5kg and 10kg packaged seeds to save production costs and ensure the legitimate rights of the people. At the same time, we direct the villages to distribute seeds promptly to production groups, ensuring planting is done according to the seasonal schedule."

The Department of Agriculture and Environment has established a team to inspect the quality of agricultural supplies and materials serving the 2026 spring crop production in the province.

Duc Thinh commune is one of the localities with a large rice production area in the province, with over 2,300 hectares, so ensuring spring crop production is given special attention. Mr. Nguyen Thanh Hai - Vice Chairman of the People's Committee of Duc Thinh commune said: “The commune has held meetings with 42 villages in the area to inform them about the commune's spring crop production plan, new guiding documents related to rice seed prices from the Department of Agriculture and Environment; focusing on explaining, disseminating, and mobilizing people to create high consensus when using 5kg and 10kg bags of rice seeds; preparing bidding documents for rice seed support from the budget, which stipulates that businesses only use packaging with specifications of 5 kg/bag and 10 kg/bag when supplying to the grassroots level.”

Currently, key rice seed production and supply businesses in Ha Tinh province, such as Bac Trung Bo Seed Company Limited, Vietnam Seed Corporation - Central Branch, Quang Minh Agricultural Company, etc., have committed to lowering seed prices as per the document from the Department of Agriculture and Environment; ensuring sufficient, timely, and correct supply of seeds of the required types and quality to meet production requirements for the 2026 spring crop.

Bac Thinh is one of the rice varieties widely used by local people.

Mr. Luong Phi Hung, Director of Bac Trung Bo Seed Company Limited, stated: “In the Ha Tinh market, for many years, the company has supplied over 100 tons of Bac Thinh seeds during the spring crop season. Following a meeting with the Department of Agriculture and Environment on December 15th, the company publicly announced a price reduction for seeds packaged in 5kg and 10kg bags; simultaneously, we committed to supplying seeds promptly, ensuring sufficient quantity and quality to serve production. For rice seeds packaged in 1kg bags under the State budget support program, the company will only supply them upon a written request from the local authorities.”

With proactive and decisive action from the beginning of the 2026 spring planting season, the management of rice seed prices and supply organization in Ha Tinh province aims to contribute to limiting losses and waste of state budget; at the same time, reduce production costs, stabilize the rice seed market price, and protect the legitimate rights of farmers.
