At this moment, the entire artillery crew was locked onto the target, ready to fire. As soon as the order to "fire" was given, the enemy aircraft was destroyed in the very first volley of shots.

Excited after the training session, artilleryman No. 1 Tran Van Hiep, born in 1996, a militia soldier in Thanh Sen ward, confided: “Through the training, we have firmly grasped and mastered the skills of coordination and cooperation among artillerymen; at the same time, we have improved our technical and tactical skills, mastered our weapons, and thus can firmly protect the city's airspace when a situation arises.”

Captain Ho Quang Huan, commander of the 12.7mm anti-aircraft machine gun squad, shared: “During training, each individual must master the movements, thoroughly understand the plans, and skillfully use the weapons and equipment in their inventory, in order to manage the sacred airspace, sea, and islands of the Fatherland, and to prevent any surprises in any situation.”

Building a people's air defense network is one of the breakthrough policies in the people's war strategy under new conditions. As the standing agency of the Provincial People's Air Defense Steering Committee, over the years, the Ha Tinh Provincial Military Command has advised the Provincial People's Committee to direct localities to allocate land for the construction of civil defense fortifications and the installation of air defense warning sirens and alarms to ensure the fulfillment of military and national defense tasks in general, and people's air defense tasks in particular, achieving the set objectives and requirements.

Authorities have proactively advised local Party committees and governments to direct and issue a timely and synchronized system of legal documents; plans and strategies for people's air defense... creating a legal framework for organizing and effectively implementing people's air defense work in each agency, unit, and locality.

The People's Air Defense Steering Committees at all levels are regularly strengthened, reorganized, and supplemented in accordance with regulations, ensuring sufficient numbers and composition, and developing operational content suitable to the actual situation in each locality.

In particular, the Standing Committee of the People's Air Defense Steering Committee closely coordinates with the National Defense and Security Education Council to incorporate the content of Decree No. 74 on people's air defense into national defense and security education activities; regularly coordinating and innovating the content and form of propaganda, thereby transforming and raising the awareness and responsibility of all levels, sectors, organizations, and all strata of the people regarding the position, significance, role, and importance of people's air defense in carrying out local military and national defense tasks.

Under the new two-tiered local government model, the Military Command Boards of communes and wards have advised local Party committees and authorities to focus on building a strong and widespread people's air defense force. To date, the entire province has established air defense units according to the prescribed staffing levels.

Proper attention is being paid to the preservation, maintenance, and improvement of the quality and standardization of air defense weapons.

Annually, the Standing Office of the Provincial People's Air Defense Steering Committee directs the Regional Air Defense Commands to organize training for the people's air defense forces according to the prescribed content and program.

This includes in-depth training in reconnaissance, notification, air defense warning, camouflage, and deception to avoid enemy air attacks. At the same time, it involves thorough preparation of various weapons, equipment, and training models tailored to the specific conditions of the locality.

Lieutenant Colonel Duong Ngoc Tiep, Deputy Chief of Staff of the Military Command of Ha Tinh province, affirmed: "Based on the training program content from higher levels, the units have proactively done a good job of preparing personnel, training grounds, practice areas, and facilities. Through this, they have mastered the weapons and equipment in their inventory, become proficient in tactics and techniques, and thus the quality of training has been improved, meeting the requirements and tasks when situations arise."
