Mechanisms for businesses to become centers of innovation.
Speaking at the workshop, Mr. Vo Hoang Khai, Deputy Director of the Department of Science and Technology of Dong Nai province, said that in the context of competition and the transformation of the growth model, the province has identified innovation as a key driving force to improve productivity and increase the capacity to participate in global value chains. Dong Nai province focuses resources on priority areas, investing heavily in digital infrastructure, innovation centers, and science and technology support funds to create a sustainable foundation for businesses.
With its geographical advantage bordering Ho Chi Minh City, a developed industrial park system, and abundant human resources, Dong Nai has implemented numerous solutions to promote linkages between the State, universities, scientists , and businesses. The province has issued Plan 469-KH/TU to concretize Resolution 57-NQ/TW and Plan 92/KH-UBND to implement goals and tasks related to science and technology and innovation in the coming period. In addition, the province's Science and Technology Development Fund has been established to provide stable and flexible financial resources for research and innovation activities. Dong Nai is also gradually building a science and technology database system and developing platforms for integrating and sharing data among departments, agencies, and localities within the province. To date, the province's innovation ecosystem has recorded 90 innovative startups, 16 science and technology enterprises, 34 commercialized products, 553 applied scientific articles, and 67 initiatives in the public sector.

In the coming period, the province aims to continue improving the decentralization mechanism, attracting talent, and strengthening the linkages between the "four stakeholders" (farmers, businesses, scientists, and the government); while accelerating the construction of the Long Thanh Digital Technology Park and the Innovation Zone, forming a new development triangle for the province.
Fostering a spirit of creativity within the community.
In Quang Ninh, according to Ms. Vu Thi Kim Chi, Deputy Director of the Department of Science and Technology of Quang Ninh, 98% of the province's businesses are small and medium-sized enterprises. Therefore, innovative startups have become an important method to unlock resources, enhance competitiveness, and foster a spirit of innovation within the community.
Quang Ninh province has identified innovative startups as a new growth driver, linked to comprehensive digital transformation, knowledge-based economic development, and a green and sustainable growth model. The province focuses on reforming administrative procedures, supporting small businesses and innovative enterprises, and creating a transparent competitive environment.
The province has implemented numerous support policies such as Resolution 148/2018 on supporting small and medium-sized enterprises, Decision 1919/QD-UBND on developing innovative startups, and projects supporting women entrepreneurs. Innovation infrastructure continues to expand with Innovation Centers at Ha Long University, the Center for Application of Science and Technology and Innovation, the Center for Innovative Startups and Digital Transformation Support, and a network of co-working spaces.

The innovation movement is vibrant, with nearly 500 members of the startup club, 162 creative ideas from young people, 80 projects from Ha Long University students, along with technical innovation competitions and youth and children's innovation competitions. Many outstanding products have made their mark, such as Travel QN - a smart digital tourism map, and OCOP products integrating traceability technology.
In the coming period, Quang Ninh aims to build a regional innovation center in the Northeast, promote sandbox models in smart tourism, smart cities, and the marine economy; develop a local venture capital fund, expand international cooperation, and promote the green economy.
Towards becoming Vietnam's green innovation hub.
Ms. Pham Thi Nham, Deputy Director of the Department of Science and Technology of Lam Dong province, said that the province is aiming to become Vietnam's "green innovation center" by 2030.
From 2018-2020, the province established startup groups within universities and organized Techfest Lam Dong – an event considered a turning point in innovative thinking. In the 2021-2025 period, the ecosystem expanded with 3 startup support centers, 1 incubator, 2 coworking spaces, an online TechFest platform, and a product testing space.

Lam Dong province is shifting its growth model towards a knowledge-based economy, focusing on high-tech and bio-agriculture, smart tourism, green and renewable industries, and the application of IoT, AI, blockchain, and biotechnology. Currently, the province has 17 high-tech enterprises, 14 science and technology enterprises, and 136 startups operating effectively.
During the period 2026-2030, the province plans to build three regional innovation centers in Da Lat, Bao Loc - Gia Nghia, and Phan Thiet; develop venture capital funds, sandbox models, technology exchange platforms, and an open inter-regional ecosystem.
The opinions expressed at the workshop provided concrete evidence of the effectiveness and challenges in policy implementation, supplementing important practical data for the development of innovation and entrepreneurship policies at both the central and local levels, and affirming the role of localities in the national ecosystem.
Furthermore, the participation of representatives from technology communities such as Blockchain, Fintech, AI, and Ecotech has created a multi-dimensional networking space and formed a collaborative network between regulatory agencies, businesses, investors, and the technology community.
Concluding the workshop, Pham Hong Quat, Director of the Department of Startups and Technology Enterprises, emphasized that for innovative startups to truly become a new growth engine, localities need to strengthen regional linkages, develop human resources, form a venture capital market, and establish appropriate policy testing mechanisms.

Techfest Vietnam 2025, with many innovations in organization and content, continues to play a role as a space connecting policies, businesses, and the innovation community, contributing to spreading the spirit of creative entrepreneurship throughout society.

The conference included an awards ceremony honoring science and technology entrepreneurs, innovative startup entrepreneurs; managers, expert advisors; and outstanding products, projects, and solutions that have made a local impact, contributing to promoting innovative entrepreneurship and developing the innovation ecosystem in localities.
