According to the draft report summarizing the work of the judicial sector in 2025, the 2021-2025 term; the orientation for the 2026-2030 term and the key tasks for 2026, the entire judicial sector has focused on comprehensively and effectively implementing 10 assigned tasks. Lawmaking has become increasingly innovative and groundbreaking. During the 2021-2025 term, the Ministry of Justice played a key role in reviewing and advising the Government on the largest volume of legislative tasks ever submitted to the National Assembly , with nearly 180 draft laws and resolutions; in 2025 alone, 99 draft laws and resolutions were submitted to the National Assembly, of which the Ministry of Justice spearheaded the drafting and advisory role in 11 draft laws.

The Ministry of Justice promptly advised on the promulgation of the Law on the Promulgation of Legal Normative Documents in 2025, Resolution No. 197/2025/QH15 dated May 17, 2025, and Resolution 206/2025/QH15 dated June 24, 2025, to concretize the guiding principles on reforming the law-making process of the Party and State leaders.

The dissemination of legal education continues to be emphasized with many new and effective models and approaches. From 2021 to the present, ministries, sectors, and localities have organized 2,214,190 direct legal education sessions for over 201 million people; and organized 42,424 legal knowledge contests with over 61 million participants. The work of civil enforcement and monitoring of administrative enforcement continues to show significant progress, with notable improvements from 2021 to the present, all meeting or exceeding assigned targets. Since the beginning of the term, civil enforcement agencies have completed 2,804,961 cases, a decrease of 1,075 cases (0.04% decrease compared to the 2016-2020 period). Other aspects of work have been vigorously implemented.

The orientation for judicial work in the 2026-2030 term is to continue ensuring the comprehensive and direct leadership of the Party in lawmaking; to continue innovating thinking and orientation in lawmaking; to create breakthroughs in law enforcement; to create strong changes in civil and administrative enforcement; to strengthen the effectiveness and efficiency of state management and the quality of public services; and to improve the effectiveness of international cooperation and international law.

The central tasks of the judicial work in 2026 are to continue focusing on lawmaking; to strengthen the inspection, review, systematization, consolidation of legal documents, and codification of legal norms; to enhance the organization and monitoring of law enforcement; to focus on legal affairs and the management of administrative violations; and to be proactive in policy communication, dissemination, and legal education…

In Lai Chau province, the implementation and organization of judicial tasks have been decisively and comprehensively directed by the Provincial People's Committee, closely adhering to the key tasks of the Ministry of Justice and in accordance with the local situation. In 2025, agencies, units, and localities in the province organized over 8,736 legal education and dissemination sessions, with over 2,605,199 participants. The province has 956 mediation teams with a total of 5,214 mediators. In 2025, these mediation teams received and successfully mediated 650 cases. From January 1st, 2025 to October 31st, 2025, 8,804 birth registrations were processed in Lai Chau province. In his address at the conference, Prime Minister Pham Minh Chinh acknowledged and commended the achievements of the Justice sector in the past period. The Prime Minister requested that, in the coming time, the Justice sector continue to improve lawmaking, focusing on citizens and businesses; prioritize resources for lawmaking; effectively implement Resolution No. 27-NQ/TW and Resolution No. 66-NQ/TW of the Politburo on reforming lawmaking and enforcement to meet the requirements of national development in the new era; continue to advise on perfecting the institutional framework for legal affairs and law enforcement; focus on inspection in law enforcement; continue to consolidate and streamline the organizational structure, building a Justice sector that is lean, efficient, effective, and effective; review and improve the quality of civil servants working in lawmaking.
