
The conference was chaired by the following comrades: Member of the Political Bureau, Secretary of the City Party Committee Nguyen Duy Ngoc; Member of the Central Committee of the Party, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Vu Dai Thang; Standing Deputy Secretary of the City Party Committee Nguyen Van Phong; Deputy Secretary of the City Party Committee, Chairwoman of the City People's Council Phung Thi Hong Ha; and Deputy Secretary of the City Party Committee Nguyen Trong Dong.
Attendees included representatives from the Central Party Committees; members of the Standing Committee of the City Party Committee, City Party Committee members, heads of city agencies and units, secretaries of the Party committees of wards and communes; and Party committees directly under the City Party Committee.
The symposium of the City Party Committee took place in the context of the entire City Party Committee urgently disseminating and implementing the Resolution of the 18th City Party Congress, the strategic resolutions of the Politburo, and the directives of General Secretary To Lam at the Congress, in conjunction with perfecting the institutional framework and completing the development plan for the Capital City with a 100-year vision.
In his opening remarks at the Conference, Hanoi Party Secretary Nguyen Duy Ngoc affirmed that the two projects being considered for investment approval at the Conference are of special importance, contributing to the development of the Capital, the Red River Delta region, and the entire country, aiming to create a "Red River Miracle"; serving the goal of achieving a GRDP growth rate of 11% or more in 2026 and throughout the 2026-2030 term; and creating a new image for Hanoi as a "Cultural - Identity - Creative" metropolis, transforming itself into a creative, green, smart, and globally connected metropolis.
Following the Politburo's approval of the policy, on December 12, 2025, at its 10th session, the 15th National Assembly passed a Resolution on piloting a number of specific mechanisms and policies to implement large and important projects in the capital city. These are crucial political and legal foundations for Hanoi to realize its vision and aspirations for the development of the capital in the new era.

“If approved by the City Party Committee and the City People's Council, we anticipate that the two projects will commence on December 19, 2025, and aim for completion on the occasion of the 100th anniversary of the founding of the Party (February 3, 2030),” Comrade Nguyen Duy Ngoc stated, while also urging members of the City Party Committee to focus their intellect and demonstrate a high sense of responsibility to the Party Committee and the people of Hanoi, providing input on the documents submitted to the Committee; and to express their determination to overcome all difficulties and challenges to work together with the Standing Committee and the City Party Committee to successfully lead and implement these strategic projects, contributing to the successful implementation of the Resolution of the 18th City Party Congress, and making a worthy contribution to the nation's new era.
According to the plan, the Olympic Sports City will be developed into a modern, integrated urban-sports complex, fully equipped for Hanoi to host major regional and international sporting events such as the Asian Games (ASIAD) and the Olympic Games. The project will also contribute to connecting technical and social infrastructure, creating a modern architectural and landscape space for the southern part of the city. The project is expected to be implemented in 11 communes in southern Hanoi, covering a total area of approximately 9,171 hectares, divided into four main functional zones (A, B, C, D). These zones are oriented towards developing sports cities and service cities connected to a sports complex and international-standard stadium, forming a large-scale sports and service center for the capital. The preliminary total investment for the project is approximately VND 925,651 billion, with an estimated population of around 751,000 people. The planned timeline is to complete the sports complex and stadium by Q2/2030 and the entire project by 2035.
Meanwhile, the Red River Landscape Boulevard is one of the large-scale projects of particular importance to the urban spatial development, infrastructure, and landscape orientation of the Capital in the new phase. The project aims to complete the transportation infrastructure system along the Red River, while simultaneously creating a modern and sustainable urban and landscape space along both banks of the river, contributing to improving the living environment, enhancing the quality of the central urban area, and creating new economic growth momentum for the Capital. The project is expected to create a "Red River Miracle," strongly promoting urban development, services, and infrastructure in the riverside areas.

According to the proposal, the project covers approximately 11,000 hectares, stretching from Hong Ha Bridge to Me So Bridge, passing through 19 communes and wards of Hanoi. The main components include an approximately 80 km long main traffic boulevard, a system of landscaped parks and recreational areas covering approximately 3,300 hectares, and a land clearance area for urban reconstruction of approximately 2,100 hectares. The project is organized into several sub-projects on the left and right banks of the Red River, an underground metro line, and a resettlement urban area. The preliminary total investment is approximately 855,000 billion VND, with completion expected by 2030.
The opinions expressed at the conference showed strong agreement and consensus on the investment policy for these two important strategic projects, and also demonstrated the determination of the leadership to direct and implement the tasks once the projects are invested in.
In that spirit, the City Party Committee unanimously voted to approve the Conference Resolution, endorsing the investment plan for the construction of the Olympic Sports Urban Area in the south of Hanoi and the investment plan for the construction of the Red River Scenic Boulevard.
In his closing remarks at the conference, Hanoi Party Secretary Nguyen Duy Ngoc stated that, in recent days, along with positive changes in decentralization, delegation of authority, and disbursement of public investment, overcoming five major bottlenecks, with a spirit of unity, responsibility, and decisiveness in reforming leadership methods, emphasizing the responsibility of the head of each agency, the synchronized involvement, boldness, and commitment of grassroots Party committees and sectors, and especially the consensus, sharing, and sacrifice of the people, officials, and employees of the three wards (Lang, Giang Vo, and O Cho Dua) through which Ring Road 1 (Hoang Cau - Voi Phuc section) passes. “We are witnessing very strong transformations in the city. Following the conference to review lessons learned from the land clearance work for the Ring Road 1 project, several Party Secretaries of communes and wards, and heads of departments have strongly implemented tasks related to land clearance for the Ring Road 2.5, Ring Road 3, Ring Road 3.5, Ring Road 4, 7 river crossing bridge projects, and radial routes such as the renovation and upgrading of National Highway 6 and National Highway 21 connecting to Hoa Binh... The comrades have implemented very actively, and in some areas, the assigned land clearance work has been completed. The City Party Committee highly appreciates and commends the working spirit of these comrades!”, the Secretary of the Hanoi City Party Committee assessed.

According to Comrade Nguyen Duy Ngoc, recently, 20 monitoring teams of the Standing Committee of the City Party Committee worked with 126 communes and wards to clarify difficulties and obstacles at the grassroots level. Early next week, the Standing Committee of the City Party Committee will hear a summary report and provide feedback on the recommendations of the communes and wards with the goal of ensuring the smooth implementation of tasks, clearly defining responsibilities according to decentralization and delegation of authority, linked to building an administration that serves the people and businesses, clarifying which tasks people do not need to visit in person, and which tasks people must visit at a single location; the implementation process in each stage will increasingly bring more convenience to the people and businesses. This will be the spirit of the City Party Committee's conference summarizing the work of 2025 and outlining key tasks for 2026, ensuring that from 2026 onwards, the entire city and each level and sector will have a clear method of serving the people and society, and fostering development.
Party Secretary Nguyen Duy Ngoc requested that, in the immediate future, all levels and sectors focus on effectively organizing activities to serve the people in celebrating the New Year and the Lunar New Year of the Horse 2026; the main focus being on reviewing all tasks, especially the locations where people will celebrate the spring festival and the New Year, to create a joyful atmosphere for the people.
The Party Secretary of the City Committee requested that, immediately after this Conference, the Party Committee of the City People's Council, in close coordination with the Party Committee of the City People's Committee, the Party Committee of the Vietnam Fatherland Front of the City, and relevant agencies, promptly concretize and decide on the necessary contents to implement the National Assembly's Resolution on piloting some specific mechanisms and policies for the implementation of large and important projects in the Capital City, serving the strategic driving projects of the City, as well as ensuring a smooth and superior institutional and legal framework for the rapid development of the City in the coming time.
