Overview of the over 20 trillion VND highway project before its opening day.

After nearly three years of tireless work, enduring long days and nights, scorching sun and torrential rain, thousands of people, united by a common purpose and working with "commands from the heart," have contributed to bringing the Quang Ngai-Hoai Nhon expressway very close to completion, ready for opening to traffic on December 19, 2025, as directed by the Government.

This is not only the result of persistent efforts, but also an important "piece" in the larger national goal of completing over 3,000km of expressways nationwide, connecting Cao Bang to Ca Mau, opening up a new face for the transportation infrastructure system and providing impetus for socio-economic development for decades to come.

Mr. Le Thang, Director of Project Management Board 2 ( Ministry of Construction - the project investor), said: The Quang Ngai-Hoai Nhon expressway is 88km long, with a total investment of nearly 20,500 billion VND, passing through the territories of two provinces, Quang Ngai (60.3km) and Gia Lai (27.7km). The starting point connects with the Da Nang-Quang Ngai expressway, and the end point connects with the Hoai Nhon-Quy Nhon expressway.

This is the largest project among the 12 component projects of the North-South Expressway Phase II (2021-2025). When operational, it will not only help alleviate traffic pressure on National Highway 1 but also open a new economic connection axis, fully unlocking the region's development potential and creating momentum for national growth.

Given the urgent demands of the country's socio-economic development, the Prime Minister requested that the project's timeline be shortened by more than eight months. As soon as the weather cleared, the investor urged the contractor to mobilize equipment and personnel to accelerate construction. The consortium of contractors mobilized more than 3,500 personnel (over 4,000 at peak times) and 1,100 pieces of equipment, implementing a "three shifts, four teams" system to compensate for the previously affected schedule.

“The Project Management Board 2 highly appreciates the construction contractors such as Deo Ca Group, Truong Long, etc., who have shown the highest determination, turning every obstacle into motivation, not letting the weather slow down progress, and striving to bring the project to completion on December 19th, contributing to the goal of completing more than 3,000km of expressways nationwide,” Mr. Le Thang emphasized.

As the opening day approached, during a site visit, we witnessed contractors mobilizing vehicles and personnel to urgently complete the final items such as installing road signs, painting road markings, cleaning the road surface, etc., in preparation for the opening ceremony.

The Quang Ngai-Hoai Nhon expressway includes 77 bridges, 586 culverts, and 81 pedestrian underpasses. All bridge structures on the main route have completed their decks, and the road sections have been paved. The Song Ve bridge (in Dinh Cuong commune, Quang Ngai province), with a length of 610m, is the largest bridge in the project.

Mr. Ngo Truong Nam, General Director of Deo Ca Group, said: The Quang Ngai-Hoai Nhon expressway has 3 tunnels through the mountains with a total length of 4,500m; of which, tunnel No. 3, 3,200m long, is a special-grade tunnel, the largest in scale among the component projects of the North-South expressway (phase II), second only to the Hai Van and Deo Ca tunnels. Tunnel No. 1 and Tunnel No. 2 have now completed the installation of equipment and are currently undergoing trial operation of the fan system, lighting, loudspeakers, fire prevention and fighting equipment, etc.

At tunnel number 3, the Deo Ca Group has completed the concrete lining of both tunnel tubes and is currently installing equipment in the right tunnel tube. Inside tunnel number 3, 20 jet fans, 1,734 lighting fixtures with power ranging from 40W to 220W, and many other modern and advanced equipment are being installed and cleaned urgently. Upon completion, this will be the third longest road tunnel in the country after the Hai Van and Deo Ca tunnels, demonstrating the "mountain-crossing, pass-crossing" construction capabilities of Vietnamese enterprises.

In the tunnel sections, Deo Ca Group has drawn on experience from many previous complex projects, creating the innovative "NATM Deo Ca system" tunnel excavation method, which shortens the excavation cycle for each tunnel face. As a result, tunnels No. 1 and No. 2 are completed 3-5 months ahead of schedule, and tunnel No. 3 is completed 7 months ahead of the contract.

During a recent project progress inspection, Deputy Minister of Construction Nguyen Viet Hung acknowledged the decisive involvement of the Quang Ngai provincial government in resolving obstacles related to land acquisition and construction materials; and expressed confidence in the project's progress and quality. The Deputy Minister also requested the investor and contractor to assess and review the situation to implement corrective measures to address landslides caused by heavy rains and floods, ensuring traffic safety and preventing similar flooding and landslides from occurring again.

In parallel with accelerating the project's progress, Deputy Minister Nguyen Viet Hung also directed the investor and contractor to promptly repair and restore the local roads that previously served the project's construction, helping people stabilize their lives and production.
