Attending the ceremony were Politburo member and Prime Minister Pham Minh Chinh; Politburo member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc; and Central Committee members: Minister of Science and Technology Nguyen Manh Hung; Deputy Head of the Central Propaganda and Mass Mobilization Department Huynh Thanh Dat; Alternate Central Committee member and Permanent Deputy Minister of Health Vu Manh Ha; and representatives from ministries, sectors, and localities.
Attending the ceremony from Dong Nai province was Mr. Vo Hoang Khai, Deputy Director of the Department of Science and Technology.

Techfest Vietnam 2025 is organized by the Ministry of Science and Technology in collaboration with the Hanoi People's Committee. A special feature of this year's Techfest Vietnam is that the opening ceremony and other events will be held in an open space in the heart of Hanoi, integrated with technology demonstration and experience zones.
Speaking at the event, Prime Minister Pham Minh Chinh emphasized: Techfest Vietnam is an important event – a place to sow the seeds of ideas, technological breakthroughs, connect communities, gather intelligence and spread benefits, and promote innovative entrepreneurship.

This is the 11th year the program has been held and the 5th time the Prime Minister has attended, demonstrating the deep concern of the Party, State, Government, and business community in strongly promoting the innovation ecosystem and the spirit of entrepreneurship. At the same time, it conveys the message that the people and businesses are the center, the subjects, the resources, and the driving force for development; schools and scientists play a key, pioneering role; and the State plays a facilitating role in development. The aspiration for innovation should not just be a slogan but must stem from the heart and the mind, thereby becoming the driving force for development… Innovative entrepreneurship is an inevitable trend, an objective reality in the process of comprehensive economic development and effective integration.
At the opening ceremony, Minister of Science and Technology Nguyen Manh Hung presented certificates of merit to 10 outstanding localities for developing innovative startup ecosystems.
