Prime Minister Pham Minh Chinh: Implementing a state of emergency to rebuild and repair houses for 12 households in Khe Sanh commune, Quang Tri province.

On the afternoon of December 13th, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a working session with the Standing Committee of Quang Tri province regarding the implementation of the "Quang Trung Campaign" to rapidly build and repair houses for the people after the storms and floods.

Previously, on December 9th, during a meeting on the "Quang Trung Campaign," the Prime Minister severely criticized Quang Tri province for failing to repair the homes of 12 households in Khe Sanh commune that were severely damaged by the storm, forcing residents to remain in temporary housing.

During the meeting, the leaders of Quang Tri province reported that in 2025, the province was affected by several consecutive natural disasters, causing serious damage to people and property in the province, with 21 deaths, 10 missing persons, and 24 injured, with a total economic loss of over 2,500 billion VND.

During the "Quang Trung Campaign" in response to the heavy rains and floods from November 16-22, 2025, a landslide occurred in Khe Sanh commune, a mountainous area of ​​Quang Tri province, affecting 12 houses. Immediately after the incident, provincial leaders organized three working groups to visit the scene to offer support, inquire about the well-being of the people, and direct remedial efforts. The People's Committee of Khe Sanh commune organized the emergency relocation of all 12 households to a new, safe location, ensuring their basic needs for electricity, water, sanitation, and social security are met.

Regarding resettlement options, the People's Committee of Khe Sanh commune proposed two locations within the commune. Provincial leaders met with and discussed the matter, but all 12 households expressed a desire to repair their houses in their old locations. To implement disaster relief activities, the Quang Tri Provincial People's Committee declared a state of emergency in the landslide area to promptly manage and implement post-disaster response measures.

However, due to the complex terrain, difficult accessibility, and potential safety risks during exploration, surveying, and continued monitoring of the landslide site, the survey and design progress is slower than required. The province has temporarily allocated 10 billion VND to carry out surveys, develop plans, and invest in long-term landslide prevention projects to stabilize the lives of the people, protect public works, and especially to reinforce the central road of Khe Sanh commune.

On December 11, 2025, the People's Committee of Quang Tri province issued an order for the emergency construction of a road embankment to prevent subsidence along Hung Vuong road in Hamlet 3A, Khe Sanh commune, Quang Tri province, with an expected completion date of January 20, 2026.

After hearing the report from Quang Tri province and the opinions of representatives from relevant ministries and agencies, concluding the meeting, Prime Minister Pham Minh Chinh expressed his sympathy for the losses suffered by the Party Committee, government, military, and people of Quang Tri during the recent floods; he commended Quang Tri province for completing the repair of houses with less than 30% damage, and for the people stabilizing their lives, production, and business.

However, the Prime Minister expressed dissatisfaction with the delay in providing housing for 12 households in Khe Sanh commune whose houses were destroyed or damaged during the recent natural disaster; emphasizing that caring for the people, especially during times of hardship, disaster, and urgency, must not be delayed, and that one must put oneself in the position of the people affected by the natural disaster to address the situation.

The Prime Minister requested the leaders of Quang Tri province to review the spirit and responsibility of the collective and individuals involved in this matter in accordance with the regulations of the Party and the laws of the State. He directed Quang Tri province to coordinate with relevant ministries and agencies to reassess the situation; to declare a state of emergency, focus on solutions, and quickly rebuild houses for the 12 families in Khe Sanh commune whose houses were destroyed or damaged by the natural disaster and who are currently living in temporary shelters, to be completed before December 31, 2025.

Along with Quang Tri province, Prime Minister Pham Minh Chinh requested the Ministry of National Defense to deploy engineering troops to participate in building houses for the people. This includes finding solutions for drainage in the Khe Sanh landslide area where households have had their houses damaged; and simultaneously reinforcing and studying the entire landslide area to find comprehensive and long-term solutions.

The Prime Minister emphasized that Khe Sanh commune, Quang Tri province, has a glorious historical tradition, and its people have endured much war and conflict. Now, facing the impact of natural disasters, it is necessary to create conditions for livelihoods and employment so that the people can have a stable and long-term life. Based on the province's resources, if there is a lack of mechanisms or resources, proposals should be made promptly; policies must be effective and consistent.

In the spirit of timeliness, accuracy, feasibility, and effectiveness, Prime Minister Pham Minh Chinh requested Quang Tri province to report weekly on the implementation results, ensuring the set goals are met; by December 31, 2025, all 12 households mentioned above must be returned to safe housing to stabilize their lives and restore production and business; at the same time, urgently restore essential infrastructure such as transportation, schools, hospitals, health stations, and offices; pay attention to security and order, disease prevention after the natural disaster, socio-economic development, national defense and security, do a good job of social welfare, and continue to implement the Resolution of the Provincial Party Congress and the grassroots level.

Prime Minister Pham Minh Chinh emphasized that, drawing lessons from the handling and remediation of the landslide at Khe Sanh, ministries, agencies, localities, and officials in general, when dealing with any matter for the people, must put themselves in the people's shoes, considering the emergency situation; matters related to people's lives, health, and livelihoods must be handled immediately, avoiding bureaucracy and formalism; work should be handled not only with responsibility but also with heartfelt compassion, national solidarity, and brotherly love, treating the people's affairs as their own; promoting the spirit of solidarity, and in addition to state resources, mobilizing social resources, resources from businesses, and the people.

On this occasion, the Prime Minister also commended the ministries, sectors, localities, and agencies for their efforts and very active implementation of the "Quang Trung Campaign". With over 1,600 houses completely destroyed or swept away and needing reconstruction, after 10 days, 1,535 houses have been started and 469 completed. Of the more than 34,000 houses requiring repair, over 31,950 have been repaired. Many localities are striving to complete the Quang Trung Campaign ahead of schedule.

It was reported that, from the beginning of the year until now, the Central Government has supported localities with 7,144 billion VND to overcome the consequences of natural disasters; the Vietnam Fatherland Front has also mobilized and allocated resources to support the effort. Prime Minister Pham Minh Chinh directed the Government Inspectorate to conduct an inspection of the work to overcome the consequences of the recent floods, the implementation of directives from competent authorities, the use of support resources in localities, and to promptly identify obstacles to resolve them, with appropriate, timely, effective, and feasible solutions.
