
This is an important step in the roadmap to transform Quang Tri into a new energy hub for the Central region.
Attending the working session, on the Quang Tri province side were the Standing Vice Chairman of the Provincial People's Committee Hoang Nam and representatives from relevant departments, agencies, and localities. On the EVN side were Deputy General Director Nguyen Tai Anh, leaders of functional departments and the Power Project Management Board 2.
At the meeting, EVN reported that the Quang Trach I Thermal Power Plant Project is 97.24% complete and is striving for commercial grid connection in January 2026; commercial operation of Unit 1 in May 2026 and Unit 2 in October 2026. Regarding the Quang Trach II LNG Thermal Power Plant Project, the EPC contract was opened on November 22, 2025 and is currently in the contractor selection process; the expected schedule for commercial operation of Unit 1 is Q4 2029 and Unit 2 in Q3 2030.
For the Quang Trach III LNG Thermal Power Plant Project, the projected schedule for commercial operation is Unit 1 in Q1/2031 and Unit 2 in Q2/2031. Regarding the Quang Tri Thermal Power Plant Project, the Provincial People's Committee is expected to approve the investment policy in Q1/2026; select the investor in Q1-Q2/2026; commence EPC construction from Q1/2027; and begin commercial operation of Unit 1 in Q1/2030 and Unit 2 in Q4/2030.
EVN has requested that Quang Tri province direct local authorities to expedite the assessment and approval of compensation plans for outstanding cases; complete the relocation of temples within the Quang Trach I Thermal Power Project area; and resolve obstacles related to land allocation procedures and site preparation for the expansion of the 500kV Quang Trach SPP bays to meet the progress of the Quang Trach III Project. EVN also requested that the province consider and agree on a site allocation plan for the Quang Tri Thermal Power Plant Project to facilitate its implementation.
Permanent Vice Chairman of the Provincial People's Committee Hoang Nam acknowledged EVN's recommendations and requested the Provincial Economic Zone Management Board and local authorities to expedite compensation, land clearance, and land allocation procedures; he also requested EVN to appoint a focal point to work directly with local authorities to address each issue specifically.
The Quang Trach III LNG Thermal Power Plant project is included in the revised Power Development Plan VIII, approved by the Prime Minister in Decision No. 768/QD-TTg dated April 15, 2025. The Quang Tri Provincial People's Committee has approved the investment policy and designated EVN as the investor according to Decision No. 1678/QD-KKT dated December 1, 2025. The project covers an area of approximately 74 hectares, including 54.77 hectares of land and 19.23 hectares of water surface, located in Phu Trach commune (formerly Quang Dong commune, Quang Trach district, Quang Binh province); it will utilize combined cycle gas turbine technology with a capacity of 1,500 MW; the preliminary total investment is VND 41,826 billion, with EVN contributing 20% and the remaining 80% being commercial loans financed by Vietcombank. EVN and the Power Project Management Board 2 are currently finalizing the feasibility study report for submission to the Provincial People's Committee for appraisal.
The awarding of the investment decision for the project affirms the orientation to make Quang Tri a new energy center of Central Vietnam, while also accelerating the progress of key projects under the Quang Trach Power Center. Upon completion, the Quang Trach III LNG Plant will provide a crucial power source for the period 2031–2035; it is expected to contribute approximately VND 1,200 billion per year to the budget, create stable jobs, develop supporting industries, and attract investment. The project applies environmental treatment technology according to Vietnamese and World Bank standards, demonstrating a commitment to sustainable development.
The Quang Trach Power Center has a total capacity of approximately 4,500 MW, comprising Quang Trach I, LNG Quang Trach II and III. When operational, each plant is expected to supply approximately 9.1 billion kWh/year to the national power grid, contributing to ensuring energy security.

According to the Power Development Plan VIII, by 2030, Quang Tri province could develop nearly 13,000 MW, and in the period 2031–2035, an additional nearly 3,900 MW could be added – creating a leap forward in capacity and realizing the goal of becoming the energy center of Central Vietnam.
