
The actual disbursement of public investment capital from the beginning of the year to December 11, 2025 is VND 577,703.9 billion.
According to the Ministry of Finance 's report, the actual disbursement from the beginning of the year to December 4, 2025 was VND 557,054.4 billion, reaching 61% of the plan assigned by the Prime Minister (VND 913,216.2 billion).
The actual disbursement from the beginning of the year to December 11, 2025 was VND 577,703.9 billion, reaching 63.3% of the plan assigned by the Prime Minister (an increase of VND 20,649.5 billion compared to the previous week).
Excluding the additional plan assigned by the Prime Minister after September 30, 2025, and the supplementary implementation of Resolution No. 57-NQ/TW (27,429.6 billion VND), the estimated disbursement rate reaches 65.2% of the plan assigned by the Prime Minister.
As of December 11, 2025, compared to the plan assigned by the Prime Minister, 12 ministries and central agencies and 17 localities have achieved disbursement rates at or above the national average, including: Development Bank; Central Party Office; Vietnam Electricity Corporation; State Audit Office; Voice of Vietnam; Government Inspectorate; Social Policy Bank; Vietnam Expressway Investment and Development Corporation; Ministry of Industry and Trade; Supreme People's Procuracy; Ministry of Finance; Ministry of Justice; Ha Tinh; Ninh Binh; Thanh Hoa; Nghe An; Hai Phong City; Lao Cai; Thai Nguyen; Bac Ninh; Phu Tho; Tay Ninh; Hanoi City; Gia Lai; Ca Mau; Dong Thap; Quang Ninh; Quang Ngai.
However, 21 central ministries and agencies and 12 localities still have disbursement rates below the national average, including: Vietnam Union of Literature and Arts Associations; Government Office; Ministry of Ethnic Minorities and Religions; Vietnam Academy of Science and Technology; Ministry of Health; Ministry of Public Security; Vietnam Academy of Social Sciences; Vietnam News Agency; Ministry of Science and Technology; Ministry of Education and Training; Vietnam Cooperative Alliance; Hanoi National University; Ho Chi Minh National Academy of Politics; Supreme People's Court; Ho Chi Minh City National University; Ministry of Culture, Sports and Tourism; Vietnam Television; Ministry of Agriculture and Environment; Ministry of Construction; Ministry of Foreign Affairs; Ministry of Interior; Tuyen Quang; Son La; Can Tho; Vinh Long; Quang Tri; Dak Lak; Lam Dong; Khanh Hoa; Cao Bang; Da Nang City; An Giang; Hung Yen; Lang Son.
