Taking decisive action to remove difficulties and obstacles, ensuring the progress of 4 expressway projects.

The Government Office issued document No. 12307/VPCP-CN announcing the directive of Deputy Prime Minister Bui Thanh Son regarding the review and resolution of difficulties and obstacles at four expressway projects: Tuyen Quang - Ha Giang section through Ha Giang province (now Tuyen Quang province), Tuyen Quang - Ha Giang section through the former Tuyen Quang province, Dong Dang - Tra Linh, and Huu Nghi - Chi Lang.

Considering the report and recommendations of the Ministry of Construction on the implementation status and results of resolving difficulties and obstacles at 4 expressway projects: Tuyen Quang - Ha Giang section through Ha Giang province (now Tuyen Quang province), Tuyen Quang - Ha Giang section through Tuyen Quang province (formerly), Dong Dang - Tra Linh, and Huu Nghi - Chi Lang, from Inspection Team No. 05, Deputy Prime Minister Bui Thanh Son has the following opinion:

Government leaders have inspected the sites and issued numerous specific directives to resolve difficulties and obstacles, accelerate progress, and complete the projects. Provincial People's Committees have submitted documents registering for inauguration, opening to traffic, and groundbreaking ceremonies on December 19, 2025. However, some projects still face outstanding issues, especially land clearance and relocation of technical infrastructure, which have been postponed multiple times and remain unfinished to this day.

To ensure that projects are completed on schedule as committed, localities, agencies, and units are required to urgently carry out the following tasks:

Regarding land clearance, resettlement, relocation of technical infrastructure, material mines, and waste disposal sites, the Chairmen of the People's Committees of Tuyen Quang and Lang Son provinces focused on directing, decisively urging, inspecting, and thoroughly resolving all outstanding issues and obstacles; and considering the responsibility of organizations and individuals who failed to complete their tasks within the required timeframe, affecting the progress of the projects. Before December 18, 2025, Tuyen Quang province completed the relocation of the remaining 3 power line locations; Lang Son province completed the relocation of the remaining households and thoroughly resolved the causes of people obstructing construction at the Dong Dang - Tra Linh Project; and completed the relocation of power lines and handed over the remaining waste disposal site at the Huu Nghi - Chi Lang Border Gate Project.

Regarding construction work, localities, project owners/management boards, investors, project enterprises, consultants, and contractors should focus intensely, continue to enhance their sense of responsibility, and strive with even greater determination to complete and open the projects to traffic, ensuring quality, safety, and environmental hygiene before December 19, 2025, especially the priority sections that need to be put into use and operation soon to serve the people during the upcoming holidays (New Year's Day 2026, Lunar New Year of the Horse...).

The Chairpersons of the People's Committees of Tuyen Quang, Cao Bang, and Lang Son provinces are instructed to carefully review the processes, procedures, and conditions to ensure that the inauguration, opening to traffic, commencement, and groundbreaking ceremonies for projects on December 19, 2025, comply with the law.

According to reports from the investors, the likelihood of completing and opening the projects to traffic by December 19, 2025 is as follows:

- Tuyen Quang - Ha Giang Project (section through Tuyen Quang): It is expected that by December 19, 2025, approximately 45/64.5 km will be open for technical traffic (28/45 km on asphalt concrete, 17/45 km on crushed stone base); the remaining 19.5/64.5 km will be opened on K95 roadbed and 14 bridges will be completed (except for the O Ro bridge, which is obstructed by high-voltage power lines and cannot yet have its bridge abutments constructed).

- The Tuyen Quang - Ha Giang project, the section passing through Ha Giang province (now Tuyen Quang province): it is expected that by December 19, 2025, the entire 27.48/27.48 km of the project will be open to traffic (21/27.48 km paved with asphalt concrete; 6.48/27.48 km paved with crushed stone base).

- Dong Dang - Tra Linh Project: It is expected that by December 19, 2025, 45/93 km will be open for technical traffic (including 29/45 km on asphalt concrete and 16/45 km on crushed stone base); 48/93 km of the main route will be open on K95/K98 roadbed, with some bridge locations (such as bridges at Km30, Km69, Km86+200...) and some deep excavation and embankment locations not yet completed, and will be open on the service road along the route.

- Huu Nghi - Chi Lang Project: It is expected that by December 19, 2025, 40.4/50.5 km will be open for technical traffic (including approximately 19/40.4 km on asphalt concrete and approximately 21.4/40.4 km on crushed stone base); the remaining sections (approximately 10.1/50.5 km) will be open on the K95 and K98 roadbeds of the main route and the service roads along the route.
