
Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 239/CD-TTg dated December 12, 2025, requesting ministries, sectors, and localities to urgently overcome the consequences of natural disasters, restore production and business, boost consumption, and serve the Tet holiday needs of the people.
According to the official dispatch, in recent times, many localities across the country have experienced successive historical floods and storms on a large scale, with "floods upon floods, storms upon storms," and landslides, causing enormous damage to people, property, and homes, seriously affecting people's lives and impacting economic growth.
Nevertheless, in the first 11 months of 2025, the macroeconomic fundamentals were stable, inflation was well controlled, major economic balances were ensured, and growth was promoted.
To urgently address the consequences of natural disasters, restore production and business, boost consumption, and serve the needs of the people during the Lunar New Year and the New Year 2026; contributing to promoting economic growth of 8% or more in 2025 and striving for 10% or more in 2026, the Prime Minister requests that Ministers, heads of ministerial-level agencies, government agencies, Chairmen of People's Committees of provinces and centrally-administered cities, and Chairmen and General Directors of state-owned corporations and companies, according to their assigned functions, tasks, and powers, urgently, decisively, promptly, and effectively implement the resolutions and conclusions of the Central Committee, the Politburo, the National Assembly, and the Government, as well as the directives and instructions of the Prime Minister, focusing on key tasks and solutions.
Focus on mitigating the consequences of natural disasters, storms, and floods.
Ministries, agencies, and localities should focus on implementing decisively and effectively the tasks and solutions outlined in Government Resolution No. 347/NQ-CP dated October 24, 2025, on key tasks and solutions to urgently overcome the consequences of natural disasters after Typhoon No. 11, quickly stabilize people's lives, promote the restoration of production and business, actively boost economic growth, and effectively control inflation; and Government Resolution No. 380/NQ-CP dated November 25, 2025, on solutions to overcome the consequences of natural disasters and restore production in localities in the Central region.
Implement the "Quang Trung Campaign" decisively and effectively, determined to complete the repair of houses for families whose homes were severely damaged before December 31, 2025; rebuild houses and resettle all families whose houses were destroyed, collapsed, or swept away no later than January 31, 2026.

The People's Committees of provinces and cities affected by natural disasters, in coordination with relevant ministries and agencies, shall proactively implement solutions within their authority to ensure social welfare, education, medical care, and stabilize people's lives; restore production and business activities, and stabilize the market in their areas.
Promoting production and business, boosting consumption, and serving the people during the year-end and Lunar New Year (Year of the Horse)
Ministries, agencies, and localities, according to their assigned functions and tasks, shall implement solutions to promote production and business, strongly develop the domestic market, and stimulate consumer demand. This includes proactively monitoring the supply and demand of goods and services, the production and business situation of enterprises, and ensuring supply, especially for food, essential goods, and other necessities. Production and supply of processed foods, fresh produce, and other consumer goods shall be strengthened to meet the needs of the people.
Focus on developing commercial infrastructure and distribution systems, and implementing programs to stabilize market prices during the year-end and Lunar New Year holidays.

Promote trade activities and domestic consumption stimulus programs; implement the "Vietnamese people prioritize using Vietnamese goods" campaign effectively; and prepare for the 2026 Spring Fair meticulously. Strengthen efforts to prevent and combat smuggling, trade fraud, origin fraud, counterfeit goods, and substandard goods...
Ministries, agencies, and localities should intensify efforts to promote and effectively utilize the international and domestic tourism season, enhance the tourist experience, and increase the average spending of tourists; strengthen inspection and management of the market and prices of accommodation and food services; promote linkages in tourism development, combining tourism with the consumption of OCOP products and local specialties.
Ministries, agencies, and localities should flexibly and effectively utilize price regulation tools and measures as prescribed by law to control and stabilize the market. They should strengthen the effective implementation and supervision of price declaration and listing measures; publicly disclose price information; and organize inspections, audits, and strictly handle violations of price laws.
The Ministry of Health, in coordination with the Ministry of Industry and Trade and other agencies and localities, will strengthen inspection, examination, and control of food safety from production and processing to consumption; resolutely combat, prevent, and strictly handle individuals, organizations, and production and business establishments that violate food safety regulations.
The Ministry of Industry and Trade, in coordination with the Ministry of Foreign Affairs and other agencies and localities, will focus on decisively implementing solutions to strongly promote exports, especially during the end of the year and the beginning of the new year, to meet the consumption needs of the international market during the Christmas and New Year holidays.
Effectively utilize the FTAs to which Vietnam is a member, accelerate the negotiation and signing of bilateral and multilateral trade agreements with potential partners (such as the GCC, Pakistan, Egypt, Mercosur, Algeria, etc.); continue negotiations on a reciprocal trade agreement with the United States as directed by competent authorities.
The Ministry of Industry and Trade is stepping up activities to connect domestic businesses with foreign-invested enterprises, and promoting the participation of domestic businesses in the supply chains of foreign-invested enterprises.
State-owned corporations and enterprises are urgently addressing the consequences of storms and floods, implementing efficient and flexible production, business, and import-export plans; strengthening the application of science and technology, building brands, improving product quality and competitiveness to meet the requirements of export markets; and focusing on developing and diversifying markets, products, and supply chains.
Ministers, heads of ministerial-level agencies, government agencies, chairpersons of People's Committees of provinces and centrally-administered cities, chairpersons and general directors of state-owned corporations and companies are urged to thoroughly understand and promptly organize the decisive, timely, and effective implementation of this directive to quickly stabilize people's lives after the storms and floods, restore and promote production and business, create jobs and livelihoods for the people, while maintaining macroeconomic stability, controlling inflation, and promoting growth to achieve an economic growth target of 8% or higher in 2025, and to lay the foundation for striving for a growth rate of 10% or higher in 2026.
The Deputy Prime Ministers, according to their assigned areas of responsibility, are responsible for directing ministries, agencies, and localities to implement this Directive.
The Government Office, in accordance with its assigned functions and duties, shall monitor and urge the implementation of this Directive; and report to the Prime Minister on matters exceeding its authority.
