
The Electronic Information Portal of the Communist Party of Vietnam respectfully presents the full text of the Conclusion.
After 12 years of implementing Directive No. 26-CT/TW, dated September 10, 2013, of the Politburo , the Communist Magazine has successfully carried out the work of propaganda and political theory education, diversified journalistic products and communication methods, contributing to the creative development of Marxism-Leninism, Ho Chi Minh Thought, the Party's guidelines and policies, and the State's laws and regulations.
Besides the achievements, there are still some shortcomings and limitations: The Communist Magazine has not yet proposed many effective solutions to improve the quality of content, form, theoretical value, scientific content, and the attractiveness and practicality of its publications; the application of digital transformation in the management, editing, and distribution of the Magazine's publications has not seen significant progress; the effectiveness of coordination in disseminating and implementing Directive No. 26-CT/TW by some Party committees and units is not high.
To overcome the aforementioned limitations and further improve the quality of the Communist Magazine's work in the new development phase, befitting its position as the Party Central Committee's political theory organ, and effectively fulfilling its functions of researching, disseminating, and educating on the Party's political theory, the Politburo requests the Editorial Board of the Communist Magazine and Party committees, organizations, and leaders of relevant agencies and units to focus on leading and directing the implementation of the following key tasks and solutions:
1. The Communist Magazine closely coordinates with provincial and city Party committees, Party committees directly under the Central Committee, and ministries and agencies to continue effectively implementing Directive No. 26-CT/TW, dated September 10, 2013, of the Politburo, and the Party's guidelines and resolutions on theoretical work; raising the awareness and responsibility of cadres and Party members, especially leaders, regarding the position and role of the Communist Magazine according to Decision No. 213-QĐ/TW, dated December 28, 2024, of the Politburo, which stipulates the functions, tasks, and organizational structure of the Communist Magazine; coordinating in-depth and comprehensive practical summaries, promptly drawing conclusions on theoretical issues to advise the Central Committee, the Politburo, and the Secretariat.
2. Strengthen the application of science and technology, implement comprehensive digital transformation in all activities, and build the Communist Magazine into a truly multi-platform information channel on ideology, achievements in political theory, viewpoints, policies, and guidelines of the Party, and important messages from Party and State leaders to a wide range of cadres, Party members, and people at home and abroad. Focus on the electronic magazine format instead of print newspapers; distribute publications of the Communist Magazine to each Party branch and Party member through the Party's digital transformation plan. Simultaneously, improve the efficiency of management, editing, and distribution of the Magazine's publications; propose practical solutions to further improve the quality of content, form, theoretical value, scientific content, and the attractiveness and practicality of publications and journalistic-theoretical products.
3. The Communist Magazine, in collaboration with the Party and State's theoretical research agencies, will lead the struggle against and refutation of erroneous, hostile, and politically opportunistic viewpoints, firmly safeguarding the Party's ideological foundation. It will expand international cooperation, strengthen external information dissemination on political theory, and improve the quality of its foreign-language pages to provide timely and regular information on political theory issues, policies, and guidelines of the Party and State to communist and workers' parties worldwide and international readers.
4. Focus on building a successor team for the Communist Magazine with strong political acumen and sharp theoretical thinking; pay attention to training and developing local staff; recruit and attract outstanding scientists, experts, and students; and expand the network of strategic collaborators.
5. Implementation
- Members of the Politburo, Secretariat, and Central Committee of the Party; leaders of departments, ministries, agencies, and mass organizations at the central and local levels regularly contribute articles to the Communist Magazine.
- The Central Organizing Committee determines the staffing levels, job position plans, and supplements the quality staff for the Communist Magazine. Outstanding cadres and staff working at the Communist Magazine are seconded or transferred to work in localities and units to gain more practical experience. Members of the Magazine's Editorial Board participate as members of steering committees and working groups of the Central Committee to summarize practical experiences, conduct theoretical research, and inspect the work of Party building and the political system in localities.
- The Central Party Office, in coordination with the Communist Magazine, advises and proposes a plan for preferential and special policies and regulations for cadres and officials performing research and propaganda tasks at the Central Party's political theory agency, and provides favorable conditions in terms of resources and applies a special financial mechanism to pay royalties to authors who are scientists and experts with high-quality articles.
- Central ministries, departments, and organizations, as well as local Party committees and governments, should continue to coordinate closely and create favorable conditions for the Communist Magazine to effectively fulfill its functions and tasks in the new phase.
- Party committees and organizations must strictly implement Notice No. 173-TB/TW, dated April 6, 2020, of the Secretariat of the Central Committee on continuing to implement Directive No. 11-CT/TW of the Politburo of the 8th Party Congress on purchasing and reading Party newspapers and magazines; and at the same time, ensure that each Party branch and Party member reads, studies, and effectively utilizes the information in the Communist Magazine.
- The Communist Magazine is assigned to take the lead, in coordination with the Central Propaganda and Mass Mobilization Department and relevant agencies, to regularly monitor, urge, inspect, and supervise; periodically conduct preliminary and final reviews of Directive No. 26-CT/TW, dated September 10, 2013, of the Politburo and this Conclusion, and report to the Politburo.
