Reporting on the results of implementing the conclusions of the 2024 Dialogue Conference and summarizing the opinions and proposals of farmers at the 2025 Conference, Chairman of the Central Committee of the Vietnam Farmers' Association, Luong Quoc Doan, said that before the conference, the Central Committee of the Vietnam Farmers' Association compiled more than 5,000 opinions, proposals, and recommendations from farmers, businesses, and cooperatives sent to the Government and the Prime Minister . These proposals and recommendations were compiled and focused on five main groups of issues that farmers want the Government to continue to address.
Specifically, farmers proposed mechanisms and policies to promote cooperation and the transfer of scientific and technological applications in the production, harvesting, preservation, and processing of agricultural products; solutions to support training and digital transformation for farmers; policies and solutions regarding credit, taxation, and capital support for farmers; solutions and measures for managing and controlling the quality of agricultural inputs and stabilizing the prices of agricultural inputs; investment in agricultural and rural infrastructure; planning specialized farming areas, developing brands, key product lines, and solutions to support farmers' participation.
In his opening remarks at the dialogue, expressing his pleasure at meeting the "soldiers on the agricultural front," Prime Minister Pham Minh Chinh, on behalf of General Secretary To Lam and other Party and State leaders, extended his best wishes and greetings to the delegates attending the conference.

The Prime Minister and representatives of the Party leadership and ministries held a dialogue with farmers.
According to Prime Minister Pham Minh Chinh, implementing the direction of General Secretary To Lam on "3 near, 4 no, 5 must" (close to the people, close to the grassroots, close to the digital space; no formalities, no avoidance, no pushing, no wrong functions; must listen, must dialogue, must set an example, must take responsibility, must report results), the dialogue between the Prime Minister and farmers aims to review the results of the 4 dialogues conducted during this term, as well as practically concretize the implementation of Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation and Resolution 68-NQ/TW on private economic development in the new situation; especially assessing the situation of natural disasters and overcoming the consequences of recent natural disasters.
Looking back at 40 years of reform, the Prime Minister affirmed that agriculture, farmers, and rural areas play a particularly important role, serving as a pillar for the economy, contributing to political stability, social order and security, inflation control, helping Vietnam escape poverty from its impoverished and backward starting point, and establishing the brand of Vietnamese agriculture on the international stage.
At the conference, farmers and cooperatives raised questions, exchanged opinions, and made direct proposals to the Government, the Prime Minister, and leaders of ministries, sectors, and localities on issues of concern. Through this, the Prime Minister and leaders of ministries and sectors listened and discussed the difficulties and obstacles raised by the farmers, while also proposing appropriate mechanisms and policies to address them.
Prime Minister Pham Minh Chinh affirmed that, with the spirit of "unity for strength, cooperation for more resources, and dialogue to strengthen trust," this dialogue between the Prime Minister and farmers was a great success with three major themes: science and technology, innovation, and digital transformation; the development of the private economy in agriculture, farmers, and rural areas; and overcoming recent natural disasters.

Overview of the 2025 Conference of the Prime Minister's Dialogue with Farmers.
In the banking sector, Agribank has pioneered in supporting customers to overcome difficulties after natural disasters through practical credit policies. Specifically, for customers affected by typhoons No. 12 and 13 and floods, Agribank has reduced lending interest rates by up to 2% per year, creating conditions for restoring their lives and business production.
Proactively and flexibly responding to the severe damage caused by storms and floods, Agribank directed its branches to implement solutions to support customers who suffered losses in terms of people, property, supplies, crops, livestock, and production facilities in the provinces directly affected, including: Nghe An, Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, and Lam Dong.
Agribank will also not charge late payment interest and will adjust the overdue interest rate to 100% of the in-term lending interest rate for a period of 3 months, from November 19, 2025 to February 18, 2026. For new loans disbursed from November 19 to December 31, 2025 (excluding loans covered by other preferential interest rate programs at Agribank), Agribank will reduce the lending interest rate by 0.5%/year compared to the interest rate at the time of disbursement, for a maximum period of 6 months from the date of disbursement.

Promoting the development of the agricultural economy through digital transformation and restructuring towards organic and circular agriculture models is an inevitable trend today.
