In his opening remarks, Colonel Pham Van Vuong, Deputy Director of the Propaganda Department and Head of the Training Course Organizing Committee, emphasized: On October 18, 2024, the Prime Minister issued Decision No. 1219 approving the Project "Supporting information and propaganda on national defense, security, ethnic groups and ethnic policies in provinces in the land border areas"; on May 26, 2025, the Ministry of National Defense issued Plan No. 2898 on the implementation of Project 1219 within the Ministry of National Defense; based on that, agencies, units, and localities have implemented it strictly and seriously, initially achieving important results.

This contributes to improving the quality and effectiveness of information and communication work in general, and information and communication on national defense, security, ethnicity, and ethnic policies in the land border provinces in particular; building strong, comprehensive, "exemplary and outstanding" agencies and units; building safe border provinces; and making important contributions to socio-economic development, linked with strengthening national defense and security in border regions.

To ensure the training course achieves its objectives and requirements, Colonel Pham Van Vuong requested that the Organizing Committee strictly maintain and manage the training content in accordance with the program approved by the Head of the General Political Department, ensuring absolute safety in all aspects.

For the presenters, it is important to adhere closely to the lecture outline; use appropriate, concise, and easy-to-understand presentation methods, linking them to the practical work of information and propaganda in their respective units, especially in land border areas; flexibly apply various teaching methods, focusing on imparting knowledge, experience, and skills relevant to the learners. The participating officers must strictly adhere to the training schedule and regulations; actively study, research, discuss, exchange, and share experiences to thoroughly grasp the content; and effectively apply the acquired knowledge and skills to serve as a core element in information and propaganda work within their agencies and units.

Over two days, trainees studied three key topics: “Propaganda, mass mobilization, and external information work to build a people's border defense system along the land border of the Border Guard Force”; “Results of implementing programs and projects related to ethnic affairs, ethnic policies, and mass mobilization work of the Army along the land borders; requirements and lessons learned for information, propaganda, and mobilization work along the land borders in the coming period”; “The economic, political, defense, and security situation along the land borders; issues requiring guidance in propaganda.”

The training conference is an important opportunity for officials and staff to gain a firmer and deeper understanding of information and propaganda regarding national defense, security, ethnicity, and ethnic policies in the provinces along the land border.
