According to the Ministry of Industry and Trade, the global oil market during the recent price adjustment period (from December 4th to December 10th) was influenced by several key factors, including: the US Federal Reserve's (FED) decision to lower interest rates; information related to the peace agreement between Russia and Ukraine; the ongoing military conflict between Russia and Ukraine; and Ukraine's attack on Russian oil tankers. These factors caused global oil prices to fluctuate, rising and falling depending on the specific product.

The average prices of refined petroleum products worldwide are: US$78.368/barrel for RON92 gasoline used to blend E5RON92 gasoline (down 1.44%); US$79.890/barrel for RON95 gasoline (down 2.37%); US$87.160/barrel for kerosene (down 1.61%); US$84.828/barrel for 0.05S diesel oil (down 1.48%); and US$343.070/ton for 180CST 3.5S fuel oil (down 0.44%).
Therefore, in this price adjustment period, the inter-ministerial committee decided to reduce the prices of all petroleum products simultaneously; and at the same time, continue not to allocate or utilize the Petroleum Price Stabilization Fund for E5RON92 gasoline, RON95 gasoline, diesel fuel, kerosene, and fuel oil.

Following the inter-ministerial decision, from 3 PM on December 11th until the next price adjustment period, domestic retail fuel prices are regulated as follows: E5RON92 bio-gasoline not exceeding 19,615 VND/liter (a decrease of 207 VND/liter); RON95-III mineral gasoline not exceeding 20,082 VND/liter (a decrease of 378 VND/liter); 0.05S diesel not exceeding 18,154 VND/liter (a decrease of 226 VND/liter); kerosene not exceeding 18,641 VND/liter (a decrease of 252 VND/liter); and 180CST 3.5S fuel oil not exceeding 13,393 VND/kg (a decrease of 43 VND/kg).
According to the Ministry of Industry and Trade , the decision to continue not allocating or disbursing funds from the fuel price stabilization fund this period aims to maintain stable price margins, closely follow global price developments, and maintain a reasonable price difference between E5RON92 and RON95 gasoline in accordance with the government's policy. The regulatory agency stated that it will coordinate with relevant authorities to inspect supply sources and ensure that fuel businesses comply with regulations on price adjustments from 3 PM on December 11th.
The Ministry of Industry and Trade also requested that relevant units provide timely and accurate information to guide public opinion and ensure transparency in price management under a market mechanism with state regulation.
