Implementing a two-tiered local government system, the commune level is identified as the implementation level, the frontline in serving the people, ensuring the smooth delivery of public services and creating the most important new data for the system.

From July 1st to the present, the Center has received and processed 6,260 applications through the national and provincial public service portals (including 6,069 online applications, reaching 96.94%; and 191 in-person applications, reaching 3.06%); 100% of applications were processed ahead of schedule or on time, with 5,666 out of 6,230 applications processed ahead of schedule (90.94%) and 191 out of 6,260 applications processed on time (9.06%).
The rate of digitization of administrative procedure documents received and digitization of the results of administrative procedure resolution both reached 100%.
The results of implementing the index for serving citizens and businesses in carrying out administrative procedures and providing online public services are currently rated excellent, with 94.59 points, ranking 1st out of 102 communes and wards in the province.
According to the Hoa Long Commune People's Committee, in recent times, to improve operational efficiency, the locality has built the Center in a friendly and responsible manner in receiving and processing administrative procedures for citizens and businesses. In thoroughly implementing the directives of the Party Committee and the Commune People's Committee, each official and employee must demonstrate a good spirit and attitude of service, using the satisfaction of citizens and businesses as a measure, and ensuring that guidance, reception, and processing of documents are carried out correctly, quickly, openly, and transparently.
The center implements the "Six Knows" principle: "Know how to greet - Know how to smile - Know how to listen - Know how to guide - Know how to thank - Know how to apologize"; or the "3K" model: "No writing, no making appointments, no causing inconvenience" in handling administrative procedures.
Simultaneously, the Center also coordinated with socio-political organizations in the commune, especially the Youth Union and the Community Digital Technology Team, to promote the installation of VNeID and the application of online public services; disseminated information through the commune's public address system; distributed over 5,000 leaflets and installed billboards promoting online public services at the Center and the People's Committee offices of the hamlets; and showed videos guiding users on how to submit applications online using the software...
At the same time, the Center is developing scenarios and plans for assigning officials and civil servants to directly assist vulnerable people in resolving administrative procedures…
However, despite the achievements, the Center's operations still face a few difficulties, such as: the Center's area is still small and does not meet the requirements, especially in the area supporting vulnerable people; the software systems of the national public service portal, the provincial public service portal, and commercial banks are not consistent, thus affecting the results of online payments as well as the results of implementing the indicators for serving citizens and businesses…
Comrade Pham Quoc Tuan, Deputy Director of the Hoa Long Commune Public Administrative Service Center, said: "In the past, the Party Committee and People's Committee of the commune have paid attention to leading and directing the work of receiving and resolving administrative procedures, investing in equipment and computer systems to serve the work of receiving and returning results, and providing public service kiosks to support people in searching and submitting online applications on the public service portal software."
"In addition, the local authorities coordinate the organization of training courses to improve professional skills, information technology, and the application of AI software in guiding, receiving, and resolving administrative procedures, creating the most favorable conditions for people and businesses to handle administrative procedures at the Center."
This contributes to improving the satisfaction of citizens and businesses in implementing the set of indicators for serving citizens and businesses in carrying out administrative procedures and providing online public services.
