Household businesses are excited about the proposed revenue threshold for tax calculation.

According to the Tax Law, from January 1, 2026, business households with annual revenue of 200 million VND or more will have to pay business tax. Recently, the Ministry of Finance proposed to the Government to raise the tax threshold to 500 million VND per year and apply a profit-based tax calculation. This information has been met with enthusiasm by many business households in Lam Dong province.

According to regulations, from January 1, 2026, business households with annual revenue of 200 million VND or more will have to pay tax (according to the Value Added Tax Law No. 48/2024/QH15). However, recently, experts and many National Assembly representatives have argued that this tax calculation method does not ensure fairness for business households.

Recently, the Ministry of Finance issued công văn (official letter) No. 18491/BTC-CST reporting to the Government on the acceptance and explanation of comments from National Assembly deputies regarding the draft Law on Personal Income Tax (amended). Accordingly, the Ministry of Finance proposed adjusting and raising the tax-exempt revenue threshold for business households to ensure it aligns with the actual situation. This information has been positively received by many business households in Lam Dong province.

Ms. Le Ha Phuong, a business owner in Lam Vien ward, Da Lat, runs a grocery store primarily selling small, individual items. According to our research, she pays a fixed tax of approximately 400,000 VND per month. This tax amount corresponds to a monthly revenue of nearly 20 million VND.

According to Ms. Phuong, if calculated that way, her revenue would just exceed 200 million VND/year and she would have to declare and pay taxes. This has been a major concern for her for a long time. Therefore, when she heard that the Ministry of Finance proposed setting the revenue threshold at 500 million VND/year or more for tax calculation, she was very happy. "I believe that if this proposal is approved, it will help small businesses like ours reduce the tax burden and give us more motivation to continue doing business," Ms. Phuong shared.

Similarly, Mr. Nguyen Van Hoi, a business owner in Kien Duc commune, said that his shop sells mobile phones. While revenue is high, the actual profit is very low. Revenue may be large, but the costs of purchasing goods, promotions, online competition, etc., increase significantly. "If we only look at revenue to determine taxes, small businesses like ours are easily disadvantaged. Therefore, I think paying taxes based on profit is more reasonable, creating fairness and encouraging business development," Mr. Hoi shared.

Many of the suggestions are realistic.

According to the Ministry of Finance's proposal, raising the tax-exempt revenue threshold to 500 million VND/year (instead of the previously proposed 200 million VND/year) would be more in line with reality. In addition to raising the revenue threshold, the Ministry of Finance also proposed adding a regulation to apply income tax (revenue minus expenses) to household and individual businesses with annual revenue exceeding 500 million VND to 3 billion VND.

Accordingly, all households and individual businesses pay taxes based on their actual income. Those with low income pay less. In fact, if a household has no income, it does not have to pay taxes. Only in cases where a household cannot determine its expenses will it pay taxes based on a percentage of its revenue, depending on the industry, for the portion of revenue exceeding 500 million VND per year.

According to the review data, Lam Dong currently has 160,000 business households with a registered capital of over 60,000 billion VND. Of these, 83,061 business households are managed by 13 local tax units. Among these, 53,148 households have taxable income. The remaining business households have small revenues, below 500 million VND per year. Therefore, the Ministry of Finance's proposal to raise the taxable revenue threshold to 500 million VND per year is receiving great anticipation from tens of thousands of business households in the province.

According to regulations, from January 1, 2026, all business households must pay taxes using the declaration method. Currently, the Lam Dong tax department is actively promoting, guiding, and supporting households in switching from lump-sum tax payment to declaration-based tax payment, in order to ensure compliance with the regulations.
