The 10th session of the 15th National Assembly was the final regular session of the term, taking place immediately after the very successful 13th Conference of the Central Committee of the 13th Party Congress to consider and decide on many strategic issues of special importance for the orientation of national development in the new era.
The results of the 10th session are a particularly important milestone in the 15th National Assembly's term.
In a summary report on the results of the 10th Session of the 15th National Assembly, Deputy Head of the National Assembly Office Nguyen Van Hien emphasized that at the 10th Session, the National Assembly considered and passed 51 laws and 8 normative resolutions – the largest number ever at a National Assembly session; conducted a review of the work of state agencies during the 2021-2026 term; considered and decided on personnel matters within its authority; conducted thematic supervision on "the implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 came into effect"; discussed and contributed opinions on the draft documents to be submitted to the 14th National Congress of the Party; considered and decided on issues related to socio -economic development, the state budget, investment policies for national target programs, important national projects, and adjustments to the National Master Plan. Reviewing reports on judicial work, anti-corruption, crime prevention and control, law violations, results of monitoring the resolution of voters' petitions, receiving citizens, handling letters and complaints, and resolving citizens' grievances and denunciations, along with several other important issues.

At this session, the National Assembly considered and passed a very large volume of legislative work, including 51 laws and 8 normative resolutions, accounting for 30% of the total number of laws and normative resolutions issued during the entire term. This contributed to removing institutional bottlenecks, creating a transparent framework for mechanisms and legal frameworks, and forming a space for political, economic, cultural, and social development.
In this context, recognizing that high-quality human resources are a key factor in successfully implementing the country's socio-economic development goals and tasks in the new era, the National Assembly has passed laws and resolutions related to education, such as: the Law amending and supplementing a number of articles of the Law on Education; the Law on Higher Education; the Law on Vocational Education; and the National Assembly Resolution on some specific and outstanding mechanisms and policies to achieve breakthroughs in education and training development. These aim to create a complete legal basis for perfecting the legal framework of the national education system and creating breakthroughs in education and training development, promoting decentralization and decentralization to enhance the effectiveness and efficiency of state management in education; and to create a clear legal basis to remove institutional bottlenecks and obstacles, enabling higher education to become a center for training high-quality human resources, pioneering in promoting national science, technology, and innovation. The National Assembly has passed important laws in the field of science and technology, such as: the Law on Digital Transformation; the Law on Artificial Intelligence; the Law on High Technology; the Law amending and supplementing a number of articles of the Law on Technology Transfer… aiming to complete a synchronized legal system to guide and manage the development of new technology fields, laying the foundation for science, technology, innovation and digital transformation to truly become the main driving force of socio-economic growth in the next phase.

The National Assembly has issued a Resolution stipulating a number of mechanisms and policies to remove difficulties and obstacles in the implementation of the Land Law and decided on a number of contents regarding finance and budget, expanding the application of some specific mechanisms and policies... in order to fully and promptly institutionalize the views and guidelines of the Party and the State on land policy; promptly remove "bottlenecks" and new issues arising from practice, contributing to achieving socio-economic development goals, improving the effectiveness and efficiency of land management and use, in accordance with new management requirements...
Furthermore, the National Assembly also passed numerous laws and resolutions with significant impact to promptly institutionalize the Party's new policies and resolutions on judicial reform, combating corruption, waste, and negative practices; focusing on decentralization and delegation of power, removing institutional bottlenecks, especially in the fields of land, investment, planning, construction, environment, and energy; promoting socio-economic development, ensuring national defense and security; strengthening the management and development of the press in the context of strong digital transformation; strengthening disaster prevention, mitigation, and recovery, rescue, and relief; proactively and comprehensively integrating into the international community; and building a legal framework for new fields such as artificial intelligence, e-commerce, and cybersecurity.
At its 10th session, the National Assembly considered and decided on the investment policies for three national target programs, including: a Resolution approving the investment policy for the National Target Program on New Rural Development, Sustainable Poverty Reduction and Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2026-2035; a Resolution approving the investment policy for the National Target Program on Healthcare, Population and Development for the period 2026-2035; and a Resolution of the National Assembly approving the investment policy for the National Target Program on Modernization and Improvement of the Quality of Education and Training for the period 2026-2035.
The National Assembly also considered and adopted a Resolution on adjusting the National Master Plan for the period 2021-2030, with a vision to 2050, aiming to identify comprehensive, breakthrough, and specific solutions to implement the newly issued Party guidelines and policies, especially breakthroughs in the development of science and technology, innovation and digital transformation, education and training, protection, care and improvement of people's health, and energy security; a Resolution on the investment policy for the Gia Binh International Airport construction project; and the Vinh - Thanh Thuy expressway project.
In addition, the National Assembly considered and passed resolutions on the socio-economic development plan for 2026; the state budget estimate for 2026; and the allocation of the central budget for 2026, aiming to create a legal basis and unified direction for the management and operation of socio-economic development and national finance and budget in 2026...
Creating the most favorable conditions for press agencies to operate and develop, meeting the requirements of the new era.
At the press conference, representatives from the National Assembly's committees answered questions from the press on topics such as personnel matters, challenges in achieving growth targets, monitoring the implementation of laws, and the deployment of new policies in laws recently passed by the National Assembly.
Responding to press questions regarding some provisions on key multimedia press agencies in the recently passed amended Press Law, Ms. Nguyen Thi Mai Hoa, Vice Chairwoman of the National Assembly's Committee on Culture and Society, stated that this was a matter of concern for many National Assembly deputies during the process of amending, incorporating feedback, and perfecting the amended Press Law.
Accordingly, Article 15 of the amended Press Law stipulates the following regarding press agencies: Major multi-media press agencies encompass various types of media and affiliated press agencies; have a specific financial mechanism; and are established in accordance with the Strategy for the Development and Management of the Press System approved by the Prime Minister.
According to Deputy Chairwoman of the Committee on Culture and Social Affairs Nguyen Thi Mai Hoa, the authority to regulate the development strategy and planning of the press system rests with the Government. This is why the amended Press Law does not specify a leading multi-media press agency for each particular locality.

According to Deputy Chairwoman of the Committee on Culture and Social Affairs Nguyen Thi Mai Hoa, the Government has assigned the Ministry of Culture, Sports and Tourism to summarize the current plan for the development and management of the press.
"This will be a very important condition because it will be a summary of practical experience, from the results achieved as well as the issues raised, from which solutions can be found to build leading multi-media press agencies at the central and local levels," said Ms. Nguyen Thi Mai Hoa.
Furthermore, according to Ms. Mai Hoa, based on a comprehensive assessment, the Government will seek opinions from competent authorities on continuing to implement some viewpoints related to press planning, as well as adding new viewpoints to create the most favorable conditions for press agencies to operate and develop, meeting the requirements of the new era. Hanoi and Ho Chi Minh City are two cities that will have many favorable conditions to pilot the model of a multi-media press agency.
"I think that, with the spirit of a decisive government that matches words with actions, the Government will direct the Ministry of Culture, Sports and Tourism to accelerate the assessment and summary of the Plan for the Development and Management of the Press and seek opinions from competent authorities. The Committee on Culture and Society will also be responsible for supervising the best preparation of sub-legal documents so that the amended Press Law can be quickly implemented in practice when it takes effect from July 1, 2026," said the Vice Chairman of the Committee on Culture and Society.
