The Ministry of Industry and Trade has issued a document addressing obstacles and difficulties in the operation of the two-tiered local government system.

According to Official Letter 9768/BCT-TCCB dated December 9th regarding the removal of obstacles and difficulties in the operation of the two-tiered local government, the Party Secretary and Minister of Industry and Trade, Nguyen Hong Dien, requested the units to focus on the following tasks.

Units under the Ministry shall promptly and effectively implement resolutions, conclusions, and directives of the Central Committee, the Politburo, the Secretariat, the Government, the Prime Minister, and guiding documents of the Party Committee of the Ministry of Industry and Trade and the Ministry of Industry and Trade regarding the construction and improvement of the political system's organizational structure and the operation of the two-tiered local government, and shall be responsible for the progress and quality of the implementation of tasks within their scope and areas of management.

Continue to strengthen inspection, supervision, guidance, and review of the implementation of the two-tiered government model, promptly resolving difficulties and obstacles that arise, and addressing shortcomings and limitations early so that work is implemented on schedule and meets quality requirements.

In this process, the Legal Department, in coordination with relevant units within the Ministry, will complete the review of all legal documents in the sector and field to promptly amend, supplement, and improve the institutional framework, policies, and laws.

The Electricity Department is tasked with researching, advising, and proposing to the Government the issuance of decrees amending and supplementing several articles of: Decree No. 61/2025/ND-CP dated March 4, 2025, of the Government on detailing some articles of the Law on Electricity regarding electricity operation licenses; Decree No. 57/2025/ND-CP dated March 3, 2025, of the Government on regulating the mechanism for direct electricity trading between renewable energy power generation units and large electricity consumers; and Decree No. 58/2025/ND-CP dated March 3, 2025, of the Government on detailing some articles of the Law on Electricity regarding the development of renewable energy and new energy.

At the same time, the Ministry of Finance directed and urged the Vietnam Electricity Group (EVN) to focus on reviewing and completely eliminating "power outages" to ensure compliance with the Prime Minister's directive: "establish a schedule to ensure that by the end of December 2025 there will be no more power outages or power shortages," and to compile weekly results and send them to the Department of Organization and Personnel for compilation and reporting to the Ministry of Interior .

The official document also stated that the Department of Personnel and Organization will continue to compile and advise on solutions to problems arising during implementation, ensuring that no obstacles persist; and recommended strict handling of situations involving shirking or avoiding responsibility.
