The conference was held in person at the Party Central Headquarters, connecting online to more than 4,000 locations nationwide with a total of over 190,000 delegates.

The conference aims to comprehensively summarize the work of preventing and combating corruption, waste, and negative phenomena nationwide from the beginning of the 13th Party Congress term to the present, with the requirement of fully, accurately, and objectively assessing the results achieved, summarizing experiences, effective methods, and successful lessons in leadership, guidance, and implementation by Party committees, Party organizations, steering committees at all levels, agencies with functions in preventing and combating corruption, waste, and negative phenomena, and the entire political system in this work.
The conference also assessed and pointed out the remaining limitations, weaknesses, and unachieved achievements, along with their causes. Based on this, it accurately predicted the situation and formulated appropriate policies, tasks, and solutions for the fight against corruption, waste, and negative practices in the coming period. This will ensure solid results, contribute to purifying the Party and State apparatus and the political system, further enhance the Party's prestige among the people, and actively contribute to the country's development and breakthroughs in the new era of development.
In his concluding remarks at the Conference, on behalf of the Politburo, the Secretariat, and the Central Steering Committee on Anti-Corruption, Waste, and Negative Phenomena, General Secretary To Lam acknowledged the heartfelt and practical opinions of the delegates, who highly appreciated the achievements and proposed many important solutions to further improve the Party and State's anti-corruption, waste, and negative phenomenon prevention and control efforts, focusing on key areas so that the entire political system can continue to implement them, ultimately halting corruption, waste, and negative phenomena. The spirit is to avoid hindering socio-economic development, so that our Party becomes even cleaner and stronger.
The General Secretary affirmed that the fight against corruption, waste, and negative phenomena is becoming increasingly mature and in-depth, with the involvement of the entire political system, the unanimous support of the people, and the unity, cooperation, and close coordination of functional agencies.
"We have stopped the risks of corruption, waste, and negative practices. We have not only fought against and prevented them, but also served socio-economic development, improving social governance and economic management capacity," General Secretary To Lam stated.
The General Secretary also assessed that preventive measures have been implemented more comprehensively and effectively, creating many noticeable changes and perfecting institutions according to new thinking. Promoting development while simultaneously closing loopholes leading to corruption, waste, and negative practices. The revolution in streamlining the organizational structure and political system, and implementing the two-tiered local government model, has saved enormous resources and eliminated many causes and conditions for the emergence of corruption, waste, and negative practices.
The people's trust in the Party, the State, and the regime has been enhanced and is the most important measure of the fight against corruption, waste, and negative phenomena. The people's solidarity and support have grown stronger, becoming an invaluable source of strength for the Party and the State to persevere in the struggle against internal enemies. The people's trust and the achievements are the most powerful and convincing rebuttal to the distorted propaganda of hostile forces and evil elements opposing our Party and State.
Pointing out existing shortcomings and limitations, the General Secretary proposed clearly defining responsibilities and developing plans and measures to effectively overcome them, ensuring they are not repeated and absolutely not to recur in the future. Agreeing with the seven lessons drawn from the summary report, the General Secretary summarized them into ten easily memorable and implementable words: "Perseverance, Determination, Consensus, Comprehensiveness, and Breakthrough."

General Secretary To Lam urged that in the coming period, there must be absolutely no complacency or satisfaction with the results achieved, but rather a decisive, resolute, and persistent implementation of the three requirements and five priorities, with "no forbidden zones" and "no exceptions." Specifically: The first requirement: The fight against corruption, waste, and negative practices must prioritize the national interest, the interests of the people, and contribute to building a clean, strong, efficient, effective, and truly honest Party and political system that serves the people and promotes national development.
Second requirement: The fight against corruption, waste, and negative practices must be resolute, persistent, regular, and continuous, with strict yet humane handling, "no forbidden zones," "no exceptions," while simultaneously protecting officials, promoting innovation, and encouraging bold thinking and action for the common good, without allowing fear of making mistakes or taking responsibility to hinder development.
Third requirement: We must shift strongly towards prevention, prioritizing prevention as the main focus, promoting the role and fighting spirit of grassroots Party organizations, the supervision of the people, emphasizing the exemplary responsibility of leaders, proactively identifying, predicting, and warning of violations early, from afar, from the grassroots level and Party branches, preventing small violations from accumulating into major offenses, and preventing the recurrence of old violations.
General Secretary To Lam also proposed completely eliminating the "request-and-grant" mechanism, implementing substantive measures for asset declaration and public disclosure, and strengthening inspection and supervision at the grassroots level and within Party branches. In particular, he called for early reform of the salary system, judicial reform, and improvement of institutions and laws to ensure that those involved do not dare and cannot engage in corruption.
