On December 11th, in Hanoi, the Ministry of Industry and Trade organized a workshop on "Adjusting the National Energy Master Plan for the period 2021-2030, with a vision to 2050".

Deputy Minister of Industry and Trade Nguyen Hoang Long attended and delivered a keynote speech at the workshop.

The workshop was attended by delegates from the Government Office , relevant ministries and agencies, several provinces and cities, research institutes, international organizations, and domestic and foreign experts.

The National Energy Master Plan Adjustment Project for the period 2021-2030, with a vision to 2050 (NEP) is being implemented in the context of the Politburo having just issued Resolution No. 70-NQ/TW dated August 20, 2025, on Ensuring National Energy Security until 2030, with a vision to 2045, aiming to affirm the important role of ensuring energy security, fully meeting the needs of socio-economic development, national defense, security, and improving people's lives.

The National Energy Policy Project will comprehensively assess the current national energy supply and demand and connect energy development with the socio-economic and environmental development goals that Vietnam has set and committed to with the international community, as well as the global energy transition trend.

In his opening remarks at the workshop, Deputy Minister of Industry and Trade Nguyen Hoang Long emphasized the special nature of this adjustment, given that the amended Planning Law has just been promulgated, creating many changes compared to previous planning periods.

According to the Deputy Minister, this planning could be the first to be implemented immediately after the new law comes into effect. “I request that the agency in charge of developing the plan thoroughly study this law. At the same time, they should work specifically with the agency in charge of drafting the plan to issue guiding documents and directions for the future, because we must go through all the steps and procedures, and the plan must comply with the law and legal regulations. Therefore, the steps we have taken previously will have to be adjusted and changed. The new spirit of the Planning Law is to provide a broad direction, while the details are left to the ministries to manage, ensuring both overall coherence and flexibility in management and implementation,” the Deputy Minister emphasized.

Deputy Minister Nguyen Hoang Long also stated that in 2025, the Politburo issued seven important resolutions, considered seven major strategies, encompassing many fields from science and technology, international integration to healthcare, education, and private sector development. Among them, Resolution 70 on national energy security is seen as a "guideline for action" for the energy sector; it is in line with Vietnam's transition to double-digit growth targets in the coming period.

Along with economic growth, the restructuring of the two-tiered local government system also creates a need for planning adjustments, as many localities have to reallocate development space and regional energy needs.

The workshop was attended by delegates from the Government Office, relevant ministries and agencies, several provinces and cities, research institutes, international organizations, and domestic and foreign experts.

Some aspects related to coal have been moved to other planning areas under the new law, leaving only the related infrastructure, so the energy plan also needs to be adjusted accordingly. In addition, many important conclusions of the Politburo, such as Conclusion 16 on the development of oil and gas, must be integrated into this revised plan. Notably, in April 2025, the Prime Minister signed a Decision on the adjustment of the Power Development Plan VIII. Therefore, many factors need to be included in this revised plan.

According to Deputy Minister Nguyen Hoang Long, the Ministry of Industry and Trade had started implementing this planning adjustment very early on, but because it depends on many factors, the planning agency also took appropriate steps to ensure synchronization. The first draft of the adjusted energy plan is expected to be submitted to leaders at all levels in the next few days.

Also at the workshop, Mr. Le Viet Cuong, Deputy Director of the Institute of Energy (Ministry of Industry and Trade), gave a general introduction to the adjustments to the national energy master plan.

Accordingly, this project was developed by consultants from the Institute of Energy, the Vietnam Petroleum Institute, and the Mining and Industrial Investment Consulting Joint Stock Company (Vinacomin). This is a leading consulting firm in Vietnam in the energy sector, having participated in the development of the National Energy Master Plan for the period 2021-2030, with a vision to 2050.

“As soon as the competent authorities issued the guidelines and policies for implementing the project, we immediately began researching, developing plans, and assigning specific tasks to relevant units. We proactively collected and analyzed data and updated information in the context of the rapidly changing global and domestic energy markets, especially since the global energy crisis. This close monitoring helped us to promptly assess trends, provide appropriate advice, and ensure the project's implementation progress as required,” Mr. Le Viet Cuong emphasized.

According to the Deputy Director of the Institute of Energy, the context of energy services, trade, and development planning has undergone rapid changes both globally and domestically in recent times. These changes directly impact the implementation of energy sector projects. Globally, the significant shift in global trade relations, along with recommendations from international organizations, has created new demands for energy security.

“Domestically, many major policies and orientations of the Party and State have been and are being developed and promulgated, creating an important political and legal basis for implementing solutions and tasks to achieve the goals of the adjusted plans, especially Resolution 70-NQ/TW on ensuring national energy security until 2030, with a vision to 2045. This is also the development orientation of the country in the new period, when the two-tiered local government model opens up a wider development space,” Deputy Director Le Viet Cuong expressed.

In addition, the draft documents submitted to the 9th Party Congress set very clear requirements regarding the goals, solutions, and tasks for the energy sector, while emphasizing the importance of ensuring national energy security.

“Over the past period, we have coordinated with the Ministry of Industry and Trade, along with central ministries and agencies, localities, and energy corporations to solicit opinions and gather reports and discussions. These opinions focused on evaluating the results and current situation of the past period, while also proposing new tasks, solutions, and projects. Several proposals related to adjusting the infrastructure planning of the coal and oil and gas sectors have also been compiled into proposals submitted to competent authorities for consideration,” a representative from the Institute of Energy Information stated.

Discussions at the workshop, along with consultations and contributions from representatives and consulting firms based on practical experience, helped refine the projects and opened up many new perspectives on development directions in the coming period. The frank exchanges at the workshop also helped to better identify current difficulties and obstacles, thereby proposing appropriate solutions to ensure that the projects, when implemented, will be more practical, effective, and sustainable.
