
Digital government - the foundation for building a modern rural area.
Across all three pillars—digital government, digital economy , and digital society—many solutions have been and are being implemented synchronously by Party committees, government agencies, and mass organizations at all levels in the province. In reality, the most significant transformation in the digital transformation process in rural areas is evident in the digital government pillar. Public administrative services have been strengthened and improved in quality, especially through the implementation of full-process online public services, enabling citizens to access administrative procedures more quickly and conveniently.
Mr. Trinh Van Tuan, a specialist at the Quang Tin Commune Public Administrative Service Center, shared: “Thanks to the application of digital technology , people can access online public services. Full-process online public services make submitting applications and receiving results faster and more convenient. For officials and civil servants, digital technology helps bridge geographical distances, allowing them to handle work anywhere, anytime, thus increasing work efficiency.”
According to statistics, to date, 100 out of 103 communes in the province have met criterion number 8 on Information and Communication, and 101 out of 103 communes have also met criterion number 18 on Political System and Access to Law - figures that demonstrate strong efforts in bringing digital transformation into daily life and management at the grassroots level.
Driving force for smart and modern new rural areas.
Along with digital government, digital transformation in the digital economy has given a major boost to agricultural and rural development. In many localities, OCOP products and distinctive agricultural products have been listed on e-commerce platforms, helping to expand consumer markets. In local markets, cashless payment methods via QR code scanning have been implemented, contributing to changing people's shopping and transaction habits.
For Tuy Duc commune, a mountainous area facing many difficulties, digital transformation in agricultural production is being gradually implemented. Ms. Pham Thi Phuong, Secretary of the Tuy Duc Commune Party Committee, stated: Given its predominantly agricultural production, the commune is focusing on strongly promoting digital transformation in agriculture, gradually forming a model of "Digital Agriculture" and "Digital Farmers." The commune encourages farmers to use smartphones in the production and consumption of agricultural products; and supports them in accessing e-commerce platforms to promote and sell their distinctive products.
According to Ms. Pham Thi Luyen, from Hamlet 8, Tuy Duc Commune, she has achieved outstanding results in the economy and production organization thanks to digital transformation in agricultural production and business. Two products from Ms. Luyen's business, macadamia nuts and ground coffee, both have electronic traceability codes and are sold through e-commerce platforms with increasingly high revenue.
The quality of public administrative services and digital transformation is component number 8 in the new rural development program. According to Mr. Le Quang Dan, Deputy Director of the Department of Agriculture and Environment, in the period 2021-2025, digital transformation has brought positive results in both public administration and rural economy, with the shift in agricultural economy towards market demand, linked with joint ventures and linkages, being the most powerful digital transformation among farmers and rural residents.
During the period 2026-2035, Lam Dong will continue to link the construction of new rural areas with digital transformation, green economy, circular economy, ecological agriculture development, smart rural areas, and civilized farmers.
