Comrades Tran Duc Thang, Member of the Central Committee of the Party, Minister of Agriculture and Environment; and Lieutenant General Nguyen Van Long, Deputy Minister of Public Security, chaired the conference.
Attending the meeting via video link from Lam Dong province were Comrade Le Trong Yen, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee, and representatives of leaders from relevant departments and agencies.

In his opening remarks, Comrade Tran Duc Thang affirmed that the campaign to "enrich and clean" the national land database is one of the key tasks aimed at perfecting the national land database, meeting the requirements of digital transformation, improving the efficiency of state management, and reforming administrative procedures related to land.
This is a large-scale campaign with a complex workload, carried out in a very short time, but requiring strict technical standards and synchronized coordination from the central to local levels.
The comrade highly appreciated the active participation of the localities, especially in the context of many provinces being affected by natural disasters and floods, which made the collection and digitization of records difficult. Nevertheless, the provinces still completed the work on schedule, with some targets far exceeding the set requirements.
According to the conference report, over the years, the construction of land databases in provinces and cities has been carried out in several phases and has basically achieved certain results. Some provinces and cities have essentially completed the cadastral map system to serve the requirements of land management, land registration, certificate issuance, and cadastral record creation. The cadastral database system has been implemented, connecting, sharing, and integrating with the electronic one-stop system and tax authorities; the administrative procedure process is streamlined in transactions related to registration and certificate issuance for citizens.
To date, approximately over 70 million land parcels have digital data in various formats. Provinces and cities are currently reviewing and refining the cadastral data structure that has been built according to the regulations in Circular No. 09/2024/TT-BTNMT dated July 31, 2024, of the Ministry of Natural Resources and Environment .

However, the implementation process faced difficulties such as data being built and refined over different periods according to different regulations and converted from data sources operating on different software systems, legal regulations and technical standards changing, and not being regularly updated, upgraded, and converted to comply with regulations...
After 90 days of implementation (from September 1st to November 30th, 2025), ministries, sectors, and localities have reviewed, enriched, and cleaned up information on 61.72 million land parcels, an increase of more than 2 million parcels compared to the pre-campaign figures. Of these, 24.37 million land parcels have been standardized according to the criteria of "accurate - complete - clean - viable," ready for real-time operation to serve management and public service provision; 37.35 million land parcels have had their information matched with the national population database, with over 18.7 million parcels matching completely.
At the conference, delegates also focused on discussing the difficulties in collecting and digitizing paper records; and handling discrepancies in land user information. In addition, they shared experiences in mobilizing grassroots forces, arranging 24/7 technical support, and strengthening communication to encourage people to proactively provide documents, contributing to shortening the process and improving data quality.
The delegates also suggested further improving the automated matching tool between land data and population data; and adding detailed guidance for cases involving complex changes, missing records, or lost documents.

On this occasion, the Minister of Agriculture and Environment awarded Certificates of Merit to 94 collectives and 237 individuals for their outstanding achievements in implementing the campaign to "enrich and clean" the national land database.
To date, the Department of Administrative Management of Social Order (C06) of the Ministry of Public Security has cross-checked 4,229,650 land users with the National Population Database, achieving 100% of the information of existing land owners in the local land database.
According to the plan, by November 30, 2025, the end date of the Campaign, Lam Dong province will achieve a 95% rate of digitized and entered land database.
