At the meeting, representatives from the Department of Health presented the draft Resolution and Project on protecting, caring for, and improving the health of the people and the quality of the population in Lai Chau province for the period 2026-2030. Accordingly, during the period 2021-2025, Lai Chau province achieved outstanding results such as: the health network was strengthened and consolidated from the provincial level to the grassroots; infrastructure and equipment were invested in a synchronized manner. The health workforce developed both in quantity and quality, reaching 13.11 doctors per 10,000 people. The rate of full immunization for children under 1 year old reached 95%, and the rate of stunting in children under 5 years old decreased to 19.93%. The quality of medical examination and treatment was improved; high-tech services, satellite hospital models, and telemedicine were promoted. The health insurance coverage rate reached 95%. Regarding digital transformation, 100% of communes have created electronic health records, approximately 70% of the population has their health managed using electronic records, and 100% of hospitals have implemented electronic medical records...

However, the work of protecting, caring for, and improving the health of the people still faces many difficulties, limitations, and challenges. Specifically, the disparity in health indicators, access to services, and quality of healthcare services between the province and the region and the national average remains low. The healthcare system has not adequately responded to the changing patterns of disease. Many medical facilities are dilapidated and lack modern, specialized equipment. The healthcare workforce is insufficient in both quantity and quality. Public investment in healthcare, especially preventive medicine and primary healthcare, is not commensurate with the needs.

Given this situation, the Draft Resolution for the 2026-2030 period sets forth breakthrough goals. Regarding health, the goal is to reduce the rate of stunting in children under 5 years old to below 17%, and to achieve an average life expectancy of 70 years. Regarding human resources, the aim is to have at least 4-5 doctors per health station by 2027 and over 13.5 doctors per 10,000 people by 2030. Regarding infrastructure, 100% of health facilities will receive investment to meet their functions, and the Provincial General Hospital will achieve a Grade I ranking by 2027. From 2026 onwards, the goal is for health insurance coverage to reach over 95% of the population, with people receiving free periodic health check-ups or screenings at least once a year. Regarding digital transformation, 100% of the population has been issued an electronic health record, and 100% of public medical facilities use electronic medical records.
To realize the above objectives, the province will focus on key solutions, including: Strongly innovating thinking and integrating health indicators into socio -economic development plans; perfecting institutions and focusing on improving the capacity of preventive and primary healthcare; promoting the strengths of traditional medicine; fully implementing special and superior preferential policies for primary healthcare workers; accelerating healthcare finance reform, prioritizing budget allocation for preventive and primary healthcare; making breakthroughs in science and technology development, completing and effectively operating comprehensive digital transformation in healthcare; strongly promoting the development of private healthcare and shifting the focus to population and development.

Comrade Tong Thanh Hai - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, and Head of the Teams responsible for drafting the Resolutions and Projects of the Provincial Party Committee - delivered the concluding remarks at the meeting.
During the meeting, delegates focused on several issues, including: resources for achieving the goals; human resource training; health insurance coverage rates, etc., and discussed solutions for implementing the goals as outlined in the draft.
Concluding the meeting, Comrade Tong Thanh Hai - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, and Head of the Drafting Teams for the Provincial Party Committee's Resolutions and Projects - acknowledged and commended the responsible spirit of the Drafting Teams and their supporting staff, as well as the members who focused on researching and contributing insightful and high-quality opinions to the draft Resolutions and Projects. He affirmed that protecting and caring for the people's health and improving population quality is a top political priority and a central focus of the province's socio-economic policies for the 2026-2030 period.
In that spirit, the Standing Vice Chairman of the Provincial People's Committee requested the Department of Health and relevant departments and agencies to continue reviewing and refining the draft in a more specific and feasible direction, especially regarding solutions to address bottlenecks in human resources, finance, infrastructure, and hospital upgrading. The drafting team should urgently complete the dossier for submission to higher authorities to ensure timely completion.
