
Bottlenecks that need to be removed
At the Gung Ré Resettlement Area (Di Linh commune), although the construction contract commenced in late May 2025 and is expected to be completed by the end of 2025, the land leveling progress has only reached 30%, and road construction 3%. A representative from the Project Management Board No. 1 stated that they are urging progress but are facing obstacles related to land clearance, with 5 households yet to hand over their land and a shortage of fill soil, which is affecting the progress.
Similarly, at the Hoa Ninh Resettlement Area (Hoa Ninh commune), with a total investment of VND 164.420 billion, the project is currently only in the contractor and supervision consultant selection phase. Although the first phase compensation plan has been submitted to the commune People's Committee for appraisal, the recovery of individual land is still facing difficulties because some households have not yet agreed and have not cooperated with the inventory process.
In the Hiep An 1 resettlement area (Duc Trong commune), although construction has begun and the requirements are basically met, four households have yet to hand over their land. The main reason is that the previous detailed planning overlaps with land used by the residents, which has not yet been reclaimed.
In particular, the process of determining the planning boundaries for the project to upgrade the technical infrastructure of the workers' residential area in Phu Hoi Industrial Park (located in Duc Trong commune) is also facing difficulties due to the loss of old boundary markers and unclear legal documents.
Meanwhile, resettlement areas serving the Tan Phu - Bao Loc expressway are also facing numerous obstacles. The Da Huoai resettlement area (Da Huoai commune) is actively under construction and has achieved a significant volume of work, exceeding 70% of the total, but is still behind schedule. The main obstacle remains land clearance, as seven households and one organization along the connecting road from DT721 to the resettlement area have not yet agreed to the terms. Areas such as Loc Thang (Bao Lam commune) and Loc Son (B'Lao ward) are still awaiting the completion of legal procedures and land clearance plans.
Besides land clearance, the continuous heavy rains in recent times have also affected the progress of the projects. In addition, delays in the appraisal of economic and technical reports and the approval of fire safety plans have also affected the overall progress of the projects.
Resettlement should be prioritized to resolve land acquisition issues.
The Bao Loc - Lien Khuong Expressway project has been underway for over 5 months but construction has yet to begin due to land acquisition issues. Following the government 's directive, the Tan Phu - Bao Loc Expressway project will also hold its groundbreaking ceremony on December 19th, becoming one of 125 other important projects nationwide to celebrate the 14th National Congress of the Communist Party of Vietnam.
With the aim of ensuring the timely completion of the expressway projects, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai has continuously issued decisive directives. He emphasized in working sessions that resettlement areas are a prerequisite for ensuring the progress of the two expressways, therefore, decisive and coordinated action is necessary, considering this a key political task. He also particularly stressed the need for effective communication about the significance and benefits of building the expressways. Simultaneously, he directed that fairness and harmony be ensured for the legitimate rights and interests of the people.
Local authorities have recently implemented a comprehensive set of solutions, including: publicly disclosing compensation and support plans; organizing public announcements and meetings; and intensifying efforts to clearly explain compensation and support policies.
To expedite progress, the Provincial People's Committee is currently directing localities to develop specific plans and solutions for each case of land clearance obstacles, especially in the Gung Ré, Hòa Ninh, Hiệp An 1, and Đạ Huoai resettlement areas.
On the project management side, they have urged contractors to increase machinery, equipment, and personnel, and organize overtime and extra shifts to compensate for the slow progress. At the same time, they have established a close and regular coordination mechanism to promptly resolve any arising issues.
With decisive direction from the provincial leadership and the efforts of all levels, sectors, and localities, it is expected that the resettlement areas will be completed soon, creating a solid foundation for the expressways to be completed on schedule.
