According to information released at the 35th session of the 18th term of the Nghe An Provincial People's Council, held on the morning of December 11, 2025, the international, national, and provincial situations in Nghe An present a mix of advantages, difficulties, and challenges, impacting the implementation of the set goals and tasks.
This area was also directly affected by three major typhoons (Wiphap, Kajiki, and Bualoi), along with floods and landslides, causing severe damage to infrastructure and the economy .

Nevertheless, Nghe An province has achieved many positive and fairly comprehensive results across various sectors and fields, with 22 out of 25 key targets completed and exceeded the set plan.
The province's Gross Regional Domestic Product (GRDP) growth rate is estimated at 8.44%; budget revenue is estimated at 26,600 billion VND, reaching 150% of the provincial People's Council's assigned target, and 104% compared to the same period in 2024, ranking 17th nationwide and 2nd in the North Central region...
However, this locality still faces some challenges, such as difficulties in business operations; the structure of state budget revenue is not truly sustainable, with revenue from land use fees still accounting for a large proportion (39% of total revenue) while revenue from production and business activities accounts for a relatively low proportion (35% of total revenue).
Tax arrears in Nghe An remain high, reaching over 3,100 billion VND (estimated figures as of the end of October); the disbursement progress of public investment from some sources is still slow and lower than the same period in 2024...

The operation of the two-tiered local government model still faces many difficulties and shortcomings; administrative reform has made progress but has not yet met the requirements; the information technology infrastructure serving digital transformation in some mountainous communes still faces many challenges...
The Nghe An Provincial People's Council requests the Provincial People's Committee and all levels and sectors to focus their efforts and act decisively to achieve the goals and targets for 2025.
Besides assessing and clarifying existing shortcomings, limitations, and their causes in various areas, and proposing appropriate solutions for future remediation, Nghe An province continues to review the management and use of public assets after the reorganization of administrative units to develop unified solutions and plans for the allocation of office space, while also implementing solutions for managing and utilizing surplus office space to avoid waste.
This locality also continues to strengthen monitoring, inspection, supervision, and guidance of the activities of the commune-level government apparatus to promptly address and resolve difficulties, obstacles, shortcomings, and newly arising issues; and to promptly implement all regimes and policies for those affected by the reorganization of the administrative apparatus...
