Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Nguyen Duc Tuy; and Vice Chairmen of the Provincial People's Council Nguyen Cao Phuc, Nguyen The Hai, and Nghe Minh Hong presided over the session.

Attending the session were Central Committee member and Provincial Party Secretary Ho Van Nien; Central Committee member, Deputy Provincial Party Secretary, and Chairman of the Provincial People's Committee Nguyen Hoang Giang; Alternate Central Committee member, Standing Deputy Provincial Party Secretary, and Chairman of the Vietnam Fatherland Front Committee of the province U Huan; Deputy Provincial Party Secretary and Head of the Provincial National Assembly Delegation Dinh Thi Hong Minh; members of the Provincial Party Standing Committee; Vice Chairmen of the Provincial People's Committee; leaders of departments, agencies, localities, and delegates of the 14th Provincial People's Council.
In his opening remarks at the session, Chairman of the Provincial People's Council Nguyen Duc Tuy emphasized that the session was proactively included in the work plan of the Provincial People's Council Standing Committee from the beginning of the year to focus on reviewing and handling legal resolutions of the Provincial People's Council affected by the reorganization of administrative units at all levels, ensuring the uniformity and consistency of the legal system and suitability to the practical situation after the reorganization of provincial-level administrative units.

Reports from the Standing Committee and Committees of the Quang Ngai Provincial People's Council indicate that there are currently 93 legal resolutions of the Provincial People's Council in the province that are affected by the reorganization of administrative units at all levels and require further consideration and handling. At this session, the Provincial People's Council will consider and decide on the handling of 76 resolutions. Of these, it is planned to completely repeal 12 resolutions and issue 41 new resolutions to address the 64 related resolutions, ensuring compliance with current regulations and practical circumstances.
After democratic and responsible discussions, the delegates of the Quang Ngai Provincial People's Council reviewed and voted to approve 53 resolutions and gave opinions on 2 important reports.
In the economic , investment, and budgetary fields, the Quang Ngai Provincial People's Council passed several important resolutions, including: the list of investment and lending areas of the Quang Ngai Provincial Development Investment Fund for the period 2026-2030; the decision on the list of land plots for bidding to select investors to implement land-use projects in the province; the detailed allocation of capital plan for 2026 from the local budget; and regulations on the mechanism for supporting the implementation of social housing construction investment projects in the province.

Regarding agriculture and rural development, the Provincial People's Council has issued policies to encourage businesses, cooperatives, and cooperative unions to invest in agriculture and rural areas; creating a basis for attracting resources to develop production and improve the economic efficiency of rural areas.
The delegates also discussed and approved regulations on the level of support for those assigned to directly assist those receiving education in communes, wards, and special zones within Quang Ngai province. They unanimously approved the list of investment and lending areas of the Quang Ngai Provincial Development Investment Fund for the period 2026-2030; and regulations on the mechanism for supporting the implementation of social housing construction projects in Quang Ngai province.
The session also adopted several resolutions on finance, fees, and charges, such as regulations on the collection rates, collection methods, and management of construction permit fees; fees for temporary use of roads and sidewalks; and fees for the use of infrastructure facilities in the Y-side International Border Gate Economic Zone. In the field of social welfare, delegates agreed to supplement entrusted capital through the Provincial Social Policy Bank to provide loans to poor households and other policy beneficiaries; and approved regulations on the level of support for those assigned to directly assist those receiving education in communes, wards, and special zones within the province.

In addition, the Provincial People's Council also passed several resolutions related to foreign affairs, including the expenditure level for ensuring international agreements; the expenditure level for receiving foreign guests for work, organizing international conferences and seminars; and the expenditure regime for receiving domestic guests.
Many resolutions related to the activities of the Vietnam Fatherland Front at all levels were also passed, such as regulations on the content and expenditure levels for social supervision and criticism activities; expenditure levels for receiving, visiting, and congratulating certain individuals; and the content and expenditure levels for the activities of advisory councils under the Vietnam Fatherland Front Committee at the local level.

The meeting took place in the context of the entire province focusing on implementing economic and social development tasks and ensuring national defense and security in 2026; while also reviewing and reorganizing villages and residential areas according to the roadmap and regulations of the Central Government.
Accordingly, at the session, delegates also reviewed the Report on the use of provincial budget reserves; and the allocation and assignment of expenditure estimates for items not yet allocated in detail as assigned in Resolution No. 45/NQ-HĐND of the Provincial People's Council.
In addition, the 3rd Session of the Quang Ngai Provincial People's Council also passed resolutions stipulating the content and expenditure levels for statistical surveys funded by the local budget; expenditure levels for receiving citizens, resolving complaints and denunciations from farmers; and many other important contents aimed at perfecting mechanisms and policies to serve the operation of the local government apparatus after the reorganization of administrative units.
