Investing in digital infrastructure in remote, border, and island areas opens up opportunities for people to access knowledge, services, and technology, contributing to the promotion of socio-economic development in these localities.

According to Deputy Secretary of the Provincial Party Committee Lam Minh Thanh, in the process of digital transformation, digital infrastructure is identified as the "backbone" playing a fundamental role in the development of digital government, digital economy, and digital society. This is also a crucial foundation for the province to gradually implement comprehensive digital transformation effectively in accordance with the spirit of Resolution No. 57-NQ/TW, dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation.

The province's digital infrastructure continues to receive investment and upgrades, especially network infrastructure, data infrastructure, cloud computing platforms, and IoT, to serve the development of digital government, digital economy , and digital society. LAN and WAN infrastructure at agencies, units, and localities operates stably and smoothly; the establishment of a wide-area WAN network for Party agencies from the provincial level down to 100% of communes, wards, and special zones has been completed, connecting with the central government.

The province has invested in and developed its telecommunications infrastructure comprehensively, basically meeting the requirements for the full implementation of digital transformation. To date, the province has 10,131 mobile base transceiver stations (BTS); 3G and 4G coverage has reached 100% of communes, wards, and special zones, creating an important foundation for the synchronized deployment of digital services at the grassroots level. Viettel and VNPT's 5G mobile networks are deployed in all commune-level administrative centers, as well as areas such as universities, hospitals, markets, and densely populated residential areas, contributing to improving the quality of access for citizens and businesses.

Infrastructure quality is prioritized to ensure efficient operation of e-government systems, online video conferencing, and digital technology applications such as healthcare, digital education, smart tourism, e-commerce, cashless payments, the development of processing and manufacturing industries in industrial parks, marine economy, logistics, and port services, meeting the information access needs of the people.

With a synchronized and seamless digital infrastructure, administrative procedures are connected to the National Public Service Portal, the provincial administrative procedure resolution information system, and national and specialized databases, thereby facilitating smoother information exchange and significantly shortening processing times. The online video conferencing system from the provincial to the commune level ensures stability and smooth operation, effectively supporting the timely direction and management of provincial leaders.

Departments, agencies, and localities should effectively maintain digital platforms in their leadership and management, such as document management and operational systems, QR codes for information retrieval, and artificial intelligence (AI) to support work; and promote the deployment of digital platforms to provide information and interact with citizens and businesses.

The tourism sector has developed a system of websites integrating virtual reality videos to promote tourism, an online ticketing system, and a mobile app; implemented a tourism management and business platform; and deployed electronic payments, electronic invoices, and digital signatures. In the fields of education and training, and healthcare, 100% of educational institutions have implemented online management software, 100% of primary schools use electronic student records; and electronic medical record software has been implemented, with interconnected medical examination and treatment data, improving the quality of healthcare for the people.

Thanks to increasingly完善 digital infrastructure, people's lives are gradually changing, and access to information, public services, and digital utilities has become easier. In many remote, border, and island communes, people can connect to the internet to study, work, and conduct transactions in the digital environment. Mr. Pham Hoang Vu (60 years old), residing in Son Hai commune, shared: “The synchronized development of internet infrastructure brings many conveniences. Now, just by staying at home, I can easily update useful information to serve my daily life.”

According to the head of the Department of Science and Technology, in the process of developing digital infrastructure, the province focuses on developing digital technology platforms such as artificial intelligence, big data, and IoT in a shared manner; prioritizing the allocation of resources to upgrade internal network infrastructure and terminal equipment, ensuring that 100% of provincial and commune-level agencies are equipped with modern, synchronized equipment, aiming to better serve the people and businesses.
