During his State visit to the Republic of Singapore, on the evening of May 29th (local time), in Singapore, General Secretary and President To Lam attended and delivered the keynote address at the 23rd Shangri-La Dialogue with the theme: Proactively building peace, stability, and development in a volatile world .

Streamlining the administrative apparatus helps Vietnam implement its foreign policy more effectively.

Immediately following his keynote address at the Dialogue, General Secretary and President To Lam answered a question from a delegate from the Institute of Southeast Asian Studies in Singapore regarding the impact of streamlining the government apparatus on Vietnam's foreign policy.

General Secretary and President To Lam stated that Vietnam is currently vigorously implementing the streamlining of its administrative apparatus, perfecting its institutions, and enhancing national governance capacity. The ultimate goal is to create new impetus for development, improve competitiveness, and strengthen the country's resilience in the context of a rapidly changing and complex world. These efforts will not affect Vietnam's fundamental foreign policy; on the contrary, they will help Vietnam more effectively implement its independent, self-reliant, multilateral, and diversified foreign policy.

A more dynamic and effectively governed Vietnam will be a more reliable and responsible partner for the region and the world. Vietnam also views ASEAN as a strategic space directly linked to its peace, stability, and development.

Vietnam has always considered ASEAN's success as its own success. Within ASEAN, Vietnam does not aim to become a center of power, but rather aspires to be an active, proactive, and responsible member, contributing to strengthening unity, enhancing ASEAN's central role, and promoting a substantive and balanced approach to regional challenges.

In the coming years, as national capacity is enhanced, Vietnam will contribute more to ASEAN and, together with other member states, will strengthen ASEAN as a strategic focal point in areas such as economic connectivity, digital transformation, security, supply chains, maritime security, and narrowing the development gap.

The General Secretary and President expressed confidence that a united, resilient ASEAN, maintaining its central role, will continue to be an important foundation for peace, stability, and prosperity in the Indo-Pacific region.

"The more advanced technology becomes, the clearer the responsibilities of human beings must be."

Responding to a question from a representative of the Chinese delegation regarding whether the 3+3 strategic dialogue mechanism between China and Vietnam creates a new approach to promoting regional security cooperation, General Secretary and President To Lam affirmed that the implementation of this mechanism reflects Vietnam's self-reliance and self-strengthening stance; it is also a continuation of the precious tradition of self-reliance and self-strengthening of the Vietnamese nation based on absorbing the best of humanity.

That spirit is demonstrated through the maintenance of a peaceful environment. Vietnam is committed to actively and responsibly participating in and resolving common international and regional issues, and to comprehensively, deeply, and effectively integrating into the international community.

Furthermore, Vietnam affirms its full compliance with the fundamental principles of international law, the United Nations Charter, and the principles of peace and mutual benefit, as a reliable friend and responsible member of the international community.

Delegates attending the Dialogue raised questions about the development of science and technology in Vietnam, especially artificial intelligence (AI) and emerging technologies: are they challenges or opportunities? How does Vietnam handle and manage this issue?

General Secretary and President To Lam stated that Vietnam needs to promote in the coming period the responsibility and control of people over decisions with serious security consequences, especially in the field of national defense.

The more advanced technology becomes, the clearer and more strictly defined human responsibilities must be, including those related to AI.

The General Secretary and President emphasized the need to protect civilian infrastructure and spaces, while also preventing attacks or sabotage against critical systems such as healthcare, energy, finance, seaports, data, and other essential services for the people.

According to the General Secretary and President, transparency, information sharing, and trust-building through dialogue based on voluntary principles and technical standards are essential, gradually moving towards stricter frameworks when using scientific and technological applications, including AI, to serve production and business as well as national defense, military, and security.

The 23rd Shangri-La Dialogue took place from May 29 to 31 in Singapore, with the participation of over 550 delegates from security and defense agencies of 44 countries. First held in 2002 in Singapore at the initiative of the International Institute for Strategic Studies (IISS), the Shangri-La Dialogue has become an important annual forum for regional and international security.
