This is a decisive move to definitively address the issue of stalled projects, wasted land resources, and negative impacts on the socio-economic development of the locality.
According to the announcement, the land reclamation was carried out based on the directives of the Standing Committee of the Hanoi City Party Committee in Notice No. 461-TB/TU dated May 28, 2026, and Plan No. 126/KH-UBND dated March 29, 2026, of the Hanoi City People's Committee on organizing the implementation of solutions to definitively resolve slow-developing projects and works using non-budgetary capital and land in the city.

The list of revoked projects includes many projects that were allocated land years ago but have not been put into use or have not been implemented according to schedule. Notably, these include the housing construction project at Alley 102 Nguyen Khuyen (Van Mieu Ward) by Hanoi Housing Investment and Development Company No. 6; the Thanh Nien Plaza high-rise project (Ngoc Ha Ward) by Detesco Thanh Nien High-rise Joint Stock Company; the market and commercial center construction project by Constrexim Construction and Mechanical Investment and Trading Joint Stock Company; and the 5-star hotel project by VIPTOUR - TOGI Joint Stock Company in Ba Dinh Ward.
In addition, the list includes numerous housing projects, eco-tourism areas, industrial clusters, commercial centers, educational facilities, and service projects in districts such as Hong Ha, Cau Giay, Phu Xuyen, Chuong My, Phu Dien, O Cho Dua, Ba Dinh, Yen Xuan, and many other areas of the city. Some projects have existed for many years but have not completed investment procedures or have not been implemented on the ground.
The Hanoi People's Committee has assigned the Department of Agriculture and Environment and the Department of Finance to take the lead in completing the necessary documents and advising the city on the procedures for land reclamation and termination of projects in accordance with the law. This work must be completed before May 31, 2026.
Recently, Hanoi has been continuously reviewing slow-moving projects to address inefficient land use, resource waste, and impacts on the rights of people in the project areas.
