In his opening remarks, Comrade Tran Duc Thang emphasized that the campaign to "enrich and clean" the national land database is one of the key tasks aimed at perfecting the national land database, meeting the requirements of digital transformation, improving the efficiency of state management, and reforming administrative procedures related to land. This is a large-scale campaign with a complex workload, directly involving more than 62 million land parcels nationwide. It was implemented in a very short time but requires strict technical standards and synchronized coordination from the central to local levels. He highly appreciated the active participation of localities, especially in the context of many provinces being affected by natural disasters and floods, which made the collection and digitization of records difficult. Nevertheless, the provinces still completed the task on schedule, with some targets exceeding the set requirements.
According to the summary report, after 90 days of implementation (from September 1st to November 30th, 2025), ministries, sectors, and localities have reviewed, enriched, and cleaned up information on 61.72 million land parcels, an increase of more than 2 million parcels compared to the data before the campaign. Of these, 24.37 million land parcels have been standardized according to the criteria of "accurate - complete - clean - viable," ready for real-time operation to serve management and public service provision; 37.35 million land parcels have had their information matched with the national population database, of which more than 18.7 million parcels are completely matched.

For land parcels whose data has not yet been compiled, localities have collected over 6.2 million land use right certificates and house ownership certificates; over 5.69 million certificates have been scanned, digitized according to standards, and integrated into the system. From this data source, localities have created over 530,000 new housing and land data records, supplementing the national land database. Simultaneously, technical information has been standardized and unique identification codes have been assigned to 69.7 million land parcels nationwide. These identification codes help to completely eliminate duplication and discrepancies in land parcel boundaries, while also facilitating the connection of land data with the national digital address platform and other specialized databases.
Regarding data synchronization, all 34 provinces and cities have completed the synchronization of 61.15 million land parcels to the national land database. Of these, more than 24.4 million parcels have all three data blocks: attributes, spatial data, and scanned records; the remainder are still being updated, matched, and standardized.
At the conference, delegates focused on discussing the difficulties in collecting and digitizing paper records; and handling discrepancies in land user information. They also shared experiences in mobilizing grassroots forces, arranging 24/7 technical support, and strengthening communication to encourage citizens to proactively provide documents, contributing to shortening the process and improving data quality. Delegates proposed further improvements to the automated matching tool between land data and population data; and the addition of detailed guidance for complex cases involving changes, missing records, or lost documents.
On this occasion, the Minister of Agriculture and Environment awarded Certificates of Merit to 94 collectives and 237 individuals for their outstanding achievements in implementing the campaign to "enrich and clean" the national land database. Bac Ninh province had 5 collectives and 18 individuals who received awards.
Concluding the conference, Comrade Tran Duc Thang requested relevant departments and units to maintain and effectively utilize the established land database; strengthen sharing, connection, and interoperability with socio-economic sectors to facilitate administrative procedures for citizens and businesses. Localities must continue to match and verify information between land data and the national population database; complete the data according to the criteria of "accurate - complete - clean - active"; and standardize the management software. Maintain real-time data synchronization and regularly ensure information security and confidentiality. At the same time, it is necessary to strictly implement regulations on access control, monitor system logs, and periodically check network security to ensure the national land database system operates stably, safely, and smoothly. He also stressed the importance of resolutely reducing the number of required documents. The goal is to ensure that by the end of 2026, 100% of administrative procedures related to land are provided as full-process online public services.
In the coming period, the Ministry of Agriculture and Environment will coordinate with the Ministry of Public Security and other relevant ministries to finalize the software system, ensuring unified and synchronized operation nationwide. Local authorities need to proactively review and select a unified land management software; and pay attention to allocating funds for maintenance, operation, and data updating. The Ministry of Agriculture and Environment and the Ministry of Public Security will report to and request the Government to continue providing resources for this key task.
