At the meeting, representatives from the Bac Ninh and Hung Yen Departments of Health reported on the initial results of the Electronic Medical Record Program and the Smart Healthcare Project. The content, as directed by the Ministry of Health, aims to concretize the spirit of Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on "breakthroughs in the development of science, technology, innovation, and national digital transformation."
In Bac Ninh province, electronic medical records have been implemented in 100% of hospitals, and some hospitals have successfully implemented a paperless hospital model, moving towards the application of the Smart Healthcare Project by 2030.
For the Departments of Health in the two provinces, implementing the Electronic Medical Record Program and the Smart Healthcare Project will significantly contribute to the formation of a provincial-level smart healthcare ecosystem, with pillars including electronic health records for all citizens, a remote medical examination and treatment and consultation system, early disease warning, and the application of artificial intelligence and big data in medical diagnosis, management, and forecasting.

Representatives from the Departments of Medical Examination and Treatment Management, Science, Technology and Training, and Health Insurance also shared their solutions and advisory work to the Ministry's leadership in promoting the Electronic Medical Record Program and the Smart Healthcare Project at the grassroots level. This is a crucial foundation for transitioning from a "reactive healthcare" model to a "predictive healthcare" model, contributing to ensuring people have access to high-quality, modern, and humane healthcare services right in their local areas.
Representatives from the Swedish Embassy in Vietnam, the Swedish Trade and Investment Council, and AstraZeneca Vietnam Co., Ltd. shared Sweden's journey in digitalizing healthcare to improve accessibility, equity, quality, and innovation.
By 2025, this country will achieve a very high level of digital healthcare adoption nationwide: 99% of prescriptions will be electronic; almost all citizens will use the national digital healthcare portal providing access to records, appointments, triage, and consultations; nearly 70% of Swedish citizens will use digital healthcare services; and approximately 70% of primary healthcare centers will offer online consultations.

Within the framework of the program, delegates exchanged and discussed topics related to the direction of implementing telemedicine in Bac Ninh and Hung Yen provinces, the orientation of building smart consultation rooms, and directions for cooperation and coordination between parties, especially the application of AI in supporting diagnostic imaging and AI in supporting screening for chronic diseases.
Speaking at the meeting, Deputy Minister of Health Tran Van Thuan expressed gratitude for the support of the Swedish Embassy, organizations, and businesses in the healthcare sector of Sweden for the two provinces of Bac Ninh and Hung Yen in particular, and for the Vietnamese healthcare sector in general.
The Deputy Minister affirmed that strengthening grassroots healthcare is fundamental, digital transformation is the driving force, and universal health check-ups are the basic steps. The application of artificial intelligence and big data in examination, diagnosis, and treatment will help people, whether in rural or urban areas, access modern, equitable, and timely healthcare services.
Particularly in the current period, the health sector is focusing on effectively implementing Resolution No. 72-NQ/TW of the Politburo on a number of breakthrough solutions to strengthen the protection, care, and improvement of people's health, with a focus on improving the capacity of grassroots healthcare, developing human resources, and strengthening preventive medicine;
Promote digital transformation and the application of artificial intelligence and big data in the management of electronic health records and telemedicine. Mobilize political and social organizations, the business community, young medical professionals, and the public to participate in building a "smart healthcare ecosystem" to continuously improve the quality of community healthcare.

Professor Tran Van Thuan expressed his hope that the Swedish Trade and Investment Council and AstraZeneca Vietnam Co., Ltd. would continue to cooperate with the Departments of Health of Hung Yen and Bac Ninh provinces in the "Building Smart Healthcare Provinces and Cities" program.
This has led to more applications of AI in diagnostic imaging through chest X-ray systems, helping doctors detect early signs of pulmonary tuberculosis and cancerous lung nodules, shortening film reading time, and supporting clinical decision-making.
The Deputy Minister instructed the relevant Departments and Divisions of the Ministry of Health, and the Departments of Health of Bac Ninh and Hung Yen provinces to continue promoting, resolving difficulties, and cooperating extensively with partners from Sweden in the process of digital transformation in healthcare, helping the Vietnamese health sector to strongly transform in the new phase, aiming towards the goal of putting people at the center, science and technology as the driving force, primary healthcare as the foundation, and providing proactive, equitable, and comprehensive healthcare for the people.
