The family of Ms. Hoang Thi Hoan (62 years old) in Xuan Tien village was once one of the most impoverished households in the commune. Her husband, Mr. Tran Van Tuan (63 years old), suffers from nerve pain, is in poor health, and has almost completely lost his ability to work. Ms. Hoan herself is elderly and frail, and can no longer handle strenuous work. Without means of production, their lives were plagued by poverty and hardship year after year.

Starting with just one subsidized breeding cow, Ms. Hoang Thi Hoan has cared for and developed it into a herd of cattle.
In 2021, when the commune implemented the National Target Program for Sustainable Poverty Reduction, Mrs. Hoan's family was considered for support in the form of a breeding cow. This was the most valuable asset she had ever acquired. Aware that a "life-changing opportunity" had arrived, Mrs. Hoan devoted all her efforts to caring for the cow. Thanks to the technical guidance of veterinary officers and her own perseverance, the cow not only remained healthy but also gave birth to three calves, becoming a valuable asset for her family.

Ms. Hoang Thi Hoan spoke about her family's circumstances and the economic development of her family since receiving support in the form of a breeding cow.
Currently, Mrs. Hoan's herd of cattle provides her with a stable income, enabling her to improve her house, pay for her husband's medical care, and gradually stabilize her life.
Ms. Hoan said emotionally, "Without the government's support program and the dedicated assistance of the commune, I probably wouldn't have been able to recover. With the breeding cow, I have an extra support to overcome difficulties. Now, my family has escaped poverty, something I never thought possible before."
In Kim Ha village, Ms. Ngo Thi Huong (born in 1957) is also a typical example of overcoming hardship and rising above poverty thanks to sustainable poverty reduction support. Her husband passed away early, leaving her to raise her children alone in difficult circumstances. Although her children are grown, they also struggle to make a living and cannot help their mother, so her life has always remained near-poverty and precarious.

Mrs. Ngo Thi Huong's flock of chickens is growing larger and larger.
In early 2023, Ms. Huong received support from the commune in the form of 100 chicks, along with feed and guidance on care techniques. With hard work and accumulated farming experience, within just a few months, the flock had thrived, generating a significant income. She continued to raise new batches of chickens, expanding her farm. From a low income, she now has a stable source of income, enough to cover her living expenses and save money.
Sharing her excitement, Mrs. Huong said: “I never thought I could escape poverty at this age. With the support of the commune in providing chicken breeds and dedicated guidance, I feel very confident in my work. Now, I can sell several batches of chickens each year, and my income is much better than before. I'm so happy!” Mrs. Huong also boasted that this Tet holiday, her family will have over 100 commercial chickens to sell on the market.

As a commune located in the upper southwestern part of the province, Ky Lac commune faces challenging terrain and limited production conditions, resulting in a high rate of poverty and near-poverty among its residents. However, with strong political determination, the commune has chosen an innovative approach in connecting and mobilizing various resources for sustainable poverty reduction.
Mr. Nguyen Van Duan, Chairman of the Fatherland Front Committee of Ky Lac commune, said: “For poverty reduction to be effective, we need resources and appropriate methods. We focus on mobilizing resources from various organizations, businesses, and expatriates… to supplement livelihoods for the poor. The Fatherland Front and other organizations regularly coordinate to assess needs accurately, select the right support models, and avoid spreading resources too thinly and wasting them.”
Instead of simply providing livelihoods and leaving people to fend for themselves, Ky Lac commune also implements a strict monitoring, support, and guidance mechanism. Commune and village officials regularly visit households to monitor livestock, provide technical support, remind people of vaccination schedules, advise on building livestock shelters, and encourage people to work diligently and boldly in their businesses.

Thanks to this systematic implementation method, the entire commune has now developed 30 livelihood models for poor and near-poor households and elderly people living alone, including breeding cattle, raising pigs for meat, raising chickens, beekeeping for honey, and growing fruit trees… Encouragingly, most of these models have proven effective, helping beneficiary households not only escape poverty but also achieve a relatively comfortable living for many.
In the coming period, in addition to maintaining support from national target programs, Ky Lac commune will continue to promote propaganda and guidance on new business practices; replicate effective models; and encourage the transformation of production structures to suit the conditions of each village. The commune is also developing a plan to link the consumption of livestock and agricultural products so that people can confidently invest and expand their scale.
We believe that the most important factor is the will and determination of the poor households. When given the opportunity, many households have been very determined and diligent in caring for their livestock as if they were their most valuable assets. It is this effort that has helped the model achieve clear effectiveness. Our goal is not only to help people escape poverty in the short term, but also to achieve sustainable poverty alleviation, stable income, and a long-term economic development mindset.
