According to the report presented at the conference, during the 13th National Congress term and nearly 20 years of implementing Resolution No. 3 of the 10th Central Committee, the work of preventing and combating corruption and social evils has made strong and comprehensive progress, achieving many important results with very high political determination. The slogan "no forbidden areas, no exceptions" is not just a political command, but has become a vibrant reality, trusted, supported, and highly appreciated by cadres, Party members, and the people.

Corruption, waste, and negative practices are gradually being curbed, prevented, and pushed back, contributing to building a cleaner and stronger Party and political system, promoting socio-economic development, and consolidating the people's trust in the Party, the State, and the regime.

The delegates attending the conference also frankly pointed out limitations, predicted the situation in the coming period, and agreed on tasks and solutions to further strengthen the fight against corruption and negative practices, practice thrift, combat waste, and create a foundation for sustainable development.

Delivering a keynote address at the conference, General Secretary To Lam affirmed that this event is of đặc biệt importance, not only for comprehensively summarizing the work of combating corruption and negative phenomena during the 13th Party Congress term, but also for reviewing nearly 20 years of implementing Resolution No. 3 of the 10th Central Committee, a resolution of strategic significance in protecting the purity and strength of the Party and the regime. From this, the Party draws valuable lessons and agrees on major directions for the next phase.

General Secretary To Lam summarized the lessons learned in ten words: Perseverance - Determination - Consensus - Comprehensiveness - Breakthrough; at the same time, he emphasized the need to persistently implement the Party's policies; persistently improve the institutional framework to make corruption "impossible"; persistently handle corruption strictly to make people "not dare to be corrupt"; and persistently build a culture of integrity to make people "not want to be corrupt".

General Secretary To Lam affirmed that combating corruption and negative phenomena is a major and consistent policy of the Party; it is a requirement for national development and the wish and expectation of the people. Therefore, it requires cadres and Party members to be exemplary, honest, and constantly self-reflect and correct their own shortcomings; agencies and units to build a transparent, disciplined, and professional working environment; and to promote the application of data and technology in governance. The people will continue to accompany, monitor, and contribute to this struggle.

With the highest political determination and the unity of the entire Party, people, and army, General Secretary To Lam believes that the fight against corruption and negative phenomena will continue to achieve many outstanding results, contributing to the successful implementation of the Resolution of the 13th National Congress; building a clean and strong Party and political system; and building a prosperous country and a happy people.

On this occasion, 35 collectives and 56 individuals were honored with medals and prestigious awards from the Party and State for their exceptionally outstanding achievements in the fight against corruption and social evils during the 13th Party Congress term.
