Press release of the 15th Congress of the Ho Chi Minh Communist Youth Union of Lai Chau Province, term 2025-2030

With the unanimous agreement of the Central Secretariat of the Ho Chi Minh Communist Youth Union and the Standing Committee of the Lai Chau Provincial Party Committee, the 15th Congress of the Ho Chi Minh Communist Youth Union of Lai Chau Province, for the term 2025-2030, will be solemnly held over two days (December 17-18, 2025). To ensure effective publicity for the Congress, the Standing Committee of the Provincial Youth Union informs the press of the following:

I. DIRECTION AND GUIDANCE FOR ORGANIZING THE CONGRESS

In accordance with Directive No. 48-CT/TW dated June 24, 2025, of the Central Party Secretariat on leading the Congresses of the Vietnam Fatherland Front and political and social organizations at all levels towards the National Congress of the Vietnam Fatherland Front for the 2026-2031 term; Circular No. 08-TT/TU dated July 16, 2025, of the Provincial Party Standing Committee on leading the Congresses of the Vietnam Fatherland Front and political and social organizations at the provincial and commune levels for the 2025-2030 term; Plan No. 398-KH/TWĐTNCTĐ dated July 24, 2025, of the Central Committee of the Ho Chi Minh Communist Youth Union; and Guidance No. 68-HD/TWĐTN-CTĐ dated July 24, 2025, of the Central Secretariat of the Ho Chi Minh Communist Youth Union on organizing congresses of the Youth Union at all levels, leading to the 13th National Congress of the Ho Chi Minh Communist Youth Union; Plan No. 206-KH/BCH-BCTĐ&TTN, dated August 6, 2025, of the Provincial Youth Union Executive Committee on organizing Youth Union Congresses at all levels, leading up to the 15th Lai Chau Provincial Congress of the Ho Chi Minh Communist Youth Union, term 2025 - 2030.

II. RESULTS OF ORGANIZING THE CONGRESS OF DELEGATES OF THE HO CHI MINH COMMUNIST YOUTH UNION AT THE GRASSROOTS LEVEL

By November 30, 2025, 100% of the Youth Union organizations under the Provincial Youth Union will have successfully held their Congresses; the contents will ensure standards, structure, and progress in accordance with the spirit of Directive No. 48-CT/TW dated June 24, 2025, of the Secretariat of the Central Committee on leading the Congresses of the Vietnam Fatherland Front and political and social organizations at all levels towards the National Congress of the Vietnam Fatherland Front for the 2026-2031 term; Circular No. 08-TT/TU dated July 16, 2025, of the Standing Committee of the Provincial Party Committee on leading the Congresses of the Vietnam Fatherland Front and political and social organizations at the provincial and commune levels for the 2025-2030 term; and the guiding documents of the Central Committee of the Ho Chi Minh Communist Youth Union.

III. PREPARATIONS FOR THE 15TH CONGRESS OF THE HO CHI MINH COMMUNIST YOUTH UNION OF LAI CHAU PROVINCE, TERM 2025-2030

1. Time and location of the event

- Time: The Congress will be held over two days, December 17-18, 2025.

- Location: Provincial Conference and Cultural Center, Le Loi Avenue, Tan Phong Ward, Lai Chau Province.

2. Number of delegates

Total number of delegates attending the Congress: Over 300 delegates

2.1. Official delegates : 216 delegates

2.2. Invited delegates : Over 80 delegates.

4. Documents presented at the Congress

The draft Political Report to be presented at the 15th Congress of the Ho Chi Minh Communist Youth Union of Lai Chau province, term 2025-2030, has been reviewed and commented on by members of the Executive Committee; leaders of several departments and agencies; former leaders of the Ho Chi Minh Communist Youth Union of Lai Chau province; and at grassroots-level Youth Union congresses. It has also been assessed and commented on by the Standing Committee and Executive Committee of the Lai Chau Provincial Party Committee and the Secretariat of the Central Committee of the Ho Chi Minh Communist Youth Union.

4.1. Theme of the Congress: “Lai Chau youth are proud and steadfast in following the Party; united, courageous, creative, and aspirational; pioneering digital transformation to contribute to building a green, rapid, and sustainable Lai Chau province.”

4.2. Action slogan: “Unity, courage, breakthrough, creativity, development”.

5. Main contents of the Congress

- Discuss and approve the Political Report to be presented at the 15th Congress of the Ho Chi Minh Communist Youth Union of Lai Chau province, term 2025 - 2030.

- Review Report of the Executive Committee of the Ho Chi Minh Communist Youth Union of Lai Chau Province, term 2022 - 2027.

- Discuss and contribute opinions to the draft documents of the 13th National Congress of the Ho Chi Minh Communist Youth Union, term 2025-2030; discuss and contribute opinions to the revised and supplemented Charter of the Ho Chi Minh Communist Youth Union, 13th term.

- Election of the Executive Committee, Standing Committee, Secretary, Deputy Secretary, Inspection Committee, Chairman, and Deputy Chairman of the Inspection Committee of the Ho Chi Minh Communist Youth Union of Lai Chau province for the 15th term, 2025-2030.

- Electing delegates to attend the 13th National Congress of the Ho Chi Minh Communist Youth Union, term 2025-2030.

- Through the Resolution of the 15th Congress of the Ho Chi Minh Communist Youth Union of Lai Chau province, term 2025 - 2030.

6. Regarding the Personnel Plan for the Congress

The 15th Congress of the Ho Chi Minh Communist Youth Union of Lai Chau province, for the term 2025-2030, is expected to have 31 members. At the Congress, 27 out of 31 members were elected to the Executive Committee of the Ho Chi Minh Communist Youth Union of Lai Chau province, leaving 4 vacancies (due to unprepared personnel). These vacancies include: representatives from the Standing Committee of the Provincial Youth Union; leaders from the Office and specialized departments of the Provincial Fatherland Front; and secretaries of the Youth Union branches. The Standing Committee of the Ho Chi Minh Communist Youth Union of Lai Chau province is expected to have 9 members. At the Congress, 5 out of 9 members were elected, leaving 4 vacancies (due to unprepared personnel). Simultaneously, the Congress elected a delegation of 13 official delegates (4 alternate delegates) to attend the 13th National Congress of the Ho Chi Minh Communist Youth Union, for the term 2025-2030.

7. Propaganda work

- To ensure that the 15th Congress of the Ho Chi Minh Communist Youth Union of Lai Chau province, term 2025-2030, is widely disseminated among youth union members, association members, cadres, party members, and all strata of the people, the Standing Committee of the Provincial Youth Union has issued Plan No. 218-KH/BCH-CTĐ&TTN, dated October 6, 2025, on the dissemination of information about the Youth Union Congresses at all levels, the 15th Congress of the Ho Chi Minh Communist Youth Union of Lai Chau province, leading up to the 13th National Youth Union Congress, term 2025-2030.

- Coordinate with central and local news agencies to intensify propaganda before, during, and after the Congress.

* Activities to celebrate the Congress:

The Standing Committee of the Provincial Youth Union issued a plan to respond to the special emulation campaign to achieve outstanding results in chào mừng the 15th Congress of the Ho Chi Minh Communist Youth Union of Lai Chau province, leading up to the 13th National Congress of the Youth Union, term 2025-2030. Accordingly, each grassroots Youth Union organization will have at least one youth project or activity to celebrate the Congress; 100% of Youth Union officials, members, and youth association members at all levels will actively participate in the emulation campaign to achieve outstanding results in chào mừng the Congress; and 100% of Youth Union members and association members will apply digital transformation in their work, production, and daily lives.
