Lai Châu aims to achieve the following goals by 2027: The Provincial General Hospital will reach Grade I status, and each health station will have at least 4-5 doctors.

(laichau.gov.vn) This afternoon (December 11th), the Drafting Committee for the Resolution and Project on protecting, caring for, and improving the health of the people and the quality of the population in Lai Chau province for the period 2026-2030 held a meeting to provide feedback on the drafts, chaired by Mr. Tong Thanh Hai - Standing Vice Chairman of the Provincial People's Committee and Head of the Drafting Committee for Resolutions and Projects of the Provincial Party Committee. The aim is to orient comprehensive and breakthrough solutions for the provincial health sector, towards the goal of ensuring that all citizens have access to timely and effective healthcare services, contributing to the sustainable development of the province.

Also attending the meeting were members of the Construction Team and the supporting staff as per Decision No. 2893/QD-UBND dated November 14, 2025, of the Provincial People's Committee.

At the meeting, Director of the Department of Health Bui Tien Thanh presented the draft Resolution and Project on protecting, caring for, and improving the health of the people and the quality of the population in Lai Chau province for the period 2026-2030. Accordingly, in the period 2021-2025, Lai Chau province achieved important achievements in the work of protecting, caring for, and improving the health of the people, which is considered a top political task in social security policies. The health network has been strengthened and consolidated from the provincial to the grassroots level, with investment in facilities and equipment in a synchronized manner. The health workforce has developed both in quantity and quality, reaching 13.11 doctors per 10,000 people. Preventive health care has always proactively prevented and controlled epidemics. The rate of full immunization for children under 1 year old reached 95%, and the rate of stunting in children under 5 years old decreased to 19.93%. The quality of medical examination and treatment has improved, promoting high-tech services, satellite hospital models, and telemedicine. Health insurance coverage has reached 95%. Regarding digital transformation, 100% of communes have created electronic health records, approximately 70% of the population has their health managed using electronic records, and 100% of hospitals have implemented electronic medical records. Population work has shifted strongly towards population and development, and the quality of the population is gradually improving.

However, this work still faces many difficulties, limitations, and challenges. Disparities in health indicators, access to services, and quality of healthcare services between the province and the region, as well as the national average, remain. The healthcare system has not adequately adapted to the changing disease patterns. Many medical facilities are dilapidated and lack modern, specialized equipment, hindering technical development and hospital upgrades (the Provincial General Hospital has not yet achieved Grade I status). Healthcare personnel are insufficient in terms of quantity, quality, and distribution, especially in preventive medicine and at the grassroots level. Public investment in healthcare, particularly preventive medicine and primary healthcare, is not commensurate with the needs.

Given this situation, the Draft Resolution for the 2026-2030 period sets out breakthrough goals. Regarding health, the target is to reduce the rate of stunting in children under 5 years old to below 17%, and to achieve an average life expectancy of 70 years. Regarding human resources, the goal is to have at least 4-5 doctors per health station by 2027 and over 13.5 doctors per 10,000 people by 2030. Regarding infrastructure, 100% of health facilities will be invested in to meet their functions, and the Provincial General Hospital will achieve Grade I ranking by 2027. From 2026, the goal is for health insurance coverage to reach over 95% of the population, with people receiving free periodic health check-ups or screenings at least once a year. Regarding digital transformation, 100% of the population will have electronic health records, and 100% of public health facilities will use electronic medical records.

To realize the above objectives, the province will focus on key solutions, including: Strongly innovating thinking and integrating health indicators into socio-economic development plans; perfecting institutions and focusing on improving the capacity of preventive and primary healthcare (ensuring the target of 4-5 doctors per health station); leveraging the strengths of traditional medicine; fully implementing special and superior preferential policies for primary healthcare workers; accelerating healthcare finance reform, prioritizing budget allocation for preventive and primary healthcare; making breakthroughs in science and technology development, completing and effectively operating comprehensive digital transformation in healthcare; strongly promoting the development of private healthcare and shifting the focus to Population and Development.

During the meeting, the attendees focused on evaluating the achievements made in the past period, the difficulties and limitations; the resources needed to achieve the goals, especially the goal of upgrading the Provincial General Hospital; human resource training, the development of specific preferential policies in training; the health insurance coverage rate... and discussed solutions to strive to achieve the set goals.

Comrade Tong Thanh Hai - Standing Vice Chairman of the Provincial People's Committee, Head of the Teams responsible for drafting Resolutions and Projects of the Provincial Party Committee, delivered the concluding remarks at the meeting.

Concluding the meeting, Comrade Tong Thanh Hai - Standing Vice Chairman of the Provincial People's Committee, Head of the Drafting Teams for the Provincial Party Committee's Resolutions and Projects - acknowledged and commended the responsible spirit of the Drafting Teams and the supporting staff, as well as the members who focused on researching and contributing insightful and high-quality opinions to the draft Resolutions and Projects. He affirmed that the drafts closely followed the Party's guidelines, were consistent with the practical situation of Lai Chau province, and reflected the guiding principles and breakthrough objectives. He affirmed that protecting and caring for the people's health and population quality is a top political task and a focus of the province's socio-economic policy for the 2026-2030 period. In that spirit, the comrade requested the Department of Health and relevant departments and agencies to continue reviewing and refining the draft in a more specific and feasible direction, especially regarding solutions to address bottlenecks in human resources, finance, infrastructure, upgrading hospitals, establishing specialized departments, etc.; prioritizing budget allocation to address these bottlenecks; and focusing investment on key areas.

The comrade also assigned the task to the drafting team to urgently complete the dossier for submission to higher authorities, ensuring timely progress. He affirmed that the issuance of the Resolution will be an important milestone, confirming Lai Chau province's determination to build a modern and efficient healthcare system, aiming for all citizens to receive adequate, timely, and sustainable healthcare.
