The plan sets the overall goal of improving the material and spiritual lives of people with disabilities; creating a barrier-free environment and ensuring equal rights and opportunities for people with disabilities in accessing healthcare, education , employment, and social services.

The goal by 2030 is to ensure that 98% of people with disabilities have access to healthcare services; 98% of children from birth to 6 years old receive early screening for disorders and disabilities and early intervention; approximately 3,000 people with disabilities receive orthopedic surgery, rehabilitation, and assistive devices; and 90% of learning children with disabilities have access to education in all forms.
To achieve these goals, the Provincial People's Committee is implementing several key activities, including: early detection and early intervention for disabilities; support for rehabilitation; upgrading social assistance facilities; building specialized schools and classrooms; expanding vocational training, job counseling, and livelihood models for people with disabilities; reviewing policies on fare exemptions and reductions for cultural, sports , tourism services and public transportation; and strengthening communication and education on preventing discrimination against people with disabilities.
The plan also outlines six groups of implementation solutions, including: Enhancing the leadership role of Party committees and government; improving mechanisms and policies to assist people with disabilities; mobilizing diverse resources domestically and internationally; promoting the socialization of support activities; strengthening international cooperation; and integrating the goal of supporting people with disabilities into the province's socio-economic development program.
Regarding implementation, the Provincial People's Committee assigns the Department of Health as the standing agency, responsible for coordinating with other departments and agencies to implement the contents of the Plan; the Department of Finance is responsible for ensuring funding; and the Department of Education and Training, the Department of Culture, Sports and Tourism, the Department of Construction, and other relevant agencies are responsible for carrying out tasks within their respective fields.
The People's Committees of communes and wards shall develop local plans, allocate budgets, support people with disabilities in accessing social services, and strengthen inspection and supervision. Political and social organizations shall participate in disseminating information, mobilizing resources, and monitoring implementation.
