On the afternoon of December 10th, the Committee on Science , Technology and Environment held a conference to summarize the Committee's work during its term in the 15th National Assembly.
In his opening remarks at the Conference, Chairman of the Committee on Science, Technology and Environment Nguyen Thanh Hai quoted General Secretary To Lam , stating that science and technology and innovation are not just choices but a vital path for the country's rapid and sustainable development. Therefore, developing science and technology is an extremely urgent requirement.
Continuously innovating and improving professionalism.
During the past term, the Committee on Science, Technology and Environment has made continuous efforts, innovated its working methods, promoted digital transformation in its work, and enhanced professionalism and efficiency.

The committee members demonstrated competence, intelligence, and dedication, undertaking many new, challenging tasks without prior experience or precedent, making significant contributions to the overall success of the 15th National Assembly and completing a massive workload with many outstanding achievements.
In the area of lawmaking, Ms. Hai mentioned the Committee's role in advising the National Assembly to issue Resolution No. 193 on piloting a number of mechanisms and policies to remove obstacles in national science, technology, innovation and digital transformation activities.
This Resolution strongly institutionalizes the spirit of Resolution No. 57 of the Politburo on breakthroughs in science, technology and innovation development, and national digital transformation.
In particular, according to Chairperson Nguyen Thanh Hai, the Committee advised the National Assembly to successfully enact the Law on Science, Technology and Innovation. "This is a particularly important law, built on a foundation of new thinking, expanding its scope to include the field of innovation," Ms. Hai emphasized.

According to her, this is a solid foundation for creating an innovation ecosystem, a dynamic and efficient nation that directly contributes to economic growth and improves the quality of life for its people.
In its oversight work, the Committee chaired and advised on two thematic oversight sessions of the National Assembly Standing Committee and the National Assembly; proactively organized 14 thematic oversight sessions on resources, environment, digital transformation, science, technology, etc.; and monitored the implementation of the National Assembly's Resolution on five nationally important projects.
According to Committee Chairman Nguyen Thanh Hai, the Committee has also chaired the review and advised the National Assembly on many very important issues, such as the first-ever issuance of the National Marine Spatial Planning for the period 2021-2030, with a vision to 2025; and the issuance of a National Assembly Resolution on some special mechanisms and policies for investment in the construction of the Ninh Thuan nuclear power project...
Despite achieving many commendable results, Ms. Nguyen Thanh Hai also frankly acknowledged the shortcomings and limitations in the Committee's operations.
Consequently, the workload is enormous while the staff is limited, and the verification process is sometimes reactive due to delayed or urgent submission of documents, and a lack of time for research and surveys. Many new, difficult issues with no prior management experience also create significant pressure on the Standing Committee and the specialized departments.
Innovation in environmental lawmaking means learning to respect nature.
Deputy Speaker of the National Assembly Le Minh Hoan highly appreciated the efforts of the Committee on Science, Technology and Environment during the 15th National Assembly term in the fields of legislation, supervision, and decision-making on important national issues.
In that process, the Committee has made many innovations in its legislative thinking.

According to Deputy Speaker of the National Assembly Le Minh Hoan, innovation in environmental lawmaking is not just about writing regulations on paper, but about learning to respect nature and learning to live in harmony with nature.
"Making laws on science and technology is not just about creating a legal framework, but also about building trust and inspiring scientists to confidently conduct research and contribute to the country," the Vice Chairman of the National Assembly shared.

He further emphasized that enacting laws on digital transformation and artificial intelligence is not just about bringing technology into life and work, but more importantly, about helping people feel less overwhelmed by new things, reducing the burden of paperwork and documents so that people can focus on doing valuable work.
Deputy Speaker of the National Assembly Le Minh Hoan expressed his hope that in the next term, the Committee will continue to sow the seeds of knowledge and integrity into each draft law, each supervisory activity, and each decision on important national issues; opening new paths in science and technology, innovation, digital transformation, artificial intelligence, etc.
