The capital soon reached the goal of sustainable poverty reduction

With the determination to "leave no one behind," Hanoi has implemented a comprehensive set of sustainable poverty reduction programs and projects during the 2021-2025 period, carrying out widespread social welfare programs and projects, creating strong changes from awareness to action.

By the end of 2024, the city officially had no more poor households according to the multidimensional poverty standard, achieving the target for the 2022-2025 period one year ahead of schedule and becoming one of the leading localities nationwide in implementing the goal of sustainable poverty reduction.

The "right and effective" decisions from the political system.

Immediately after the National Assembly issued Resolution No. 24/2021/QH15 on the National Target Program for Sustainable Poverty Reduction for the period 2021-2025, Hanoi proactively developed a system of guiding documents, clearly assigning roles to each agency and unit. The city promptly established Steering Committees for National Target Programs from the city level to the district level; and simultaneously issued Decision No. 1362/QD-UBND approving the sustainable poverty reduction plan for the period 2022-2025, setting a clear goal that by the end of 2025, Hanoi will essentially have no poor households.

A series of specific policies have been concretized through resolutions of the City People's Council, such as Resolution No. 17/2021/NQ-HĐND stipulating specific policies to support sustainable poverty reduction; Resolution No. 03/2022/NQ-HĐND on additional support for voluntary social insurance contributions; and Resolution No. 09/2021/NQ-HĐND stipulating the standard level of social assistance and social protection beneficiaries in Hanoi. Before the restructuring of the apparatus (in 2025), the former departments and agencies were assigned specific responsibilities: the Department of Labor, War Invalids and Social Affairs acted as the permanent agency; the Department of Agriculture and Rural Development chaired projects on livelihoods; the Department of Information and Communications was responsible for reducing information poverty; while the Department of Health and the Department of Education and Training implemented tasks to improve nutrition and healthcare for poor children.

A systematic, scientific approach with clear accountability has laid an important foundation, helping Hanoi achieve outstanding results in poverty reduction in the past period.

In Hanoi's poverty reduction efforts, livelihood support projects play a leading role, helping the poor to develop production and business activities. The Livelihood Diversification Project, implemented with a total budget of over 49.4 billion VND, directly supports various target groups such as poor households, near-poor households, households that have escaped poverty, and people with disabilities. The city has facilitated the participation of over 510 households in agricultural production, small-scale handicrafts, and trade-services, contributing to the creation of new, stable, and sustainable sources of income.

Localities have also proactively developed agricultural models linked to the construction of new rural areas. In particular, with entrusted resources through the Social Policy Bank totaling 8,718 billion VND, tens of thousands of poor households and other policy beneficiaries have had the opportunity to access preferential capital to expand production. Many poor households have received support in the form of labor tools such as sewing machines, motorbikes, and sugarcane juice presses from socialized funding, thereby creating more opportunities for sustainable livelihoods.

Alongside livelihood support, Hanoi is also strongly implementing high-tech agricultural production models. To date, the entire city has more than 200 models applying new technologies in crop cultivation, livestock farming, aquaculture, and combined models, concentrated in the communes of Me Linh, Gia Lam, Thuong Tin, Dong Anh, Thanh Oai, and Dan Phuong… Many models have brought outstanding economic efficiency, typical examples being the Ngoc Linh Valley high-tech agricultural ecological zone operating according to Japanese and German technology, or the Cuoi Quy organic vegetable production model...

Along with livelihood support, the city pays special attention to programs improving nutrition and healthcare for children under 16 from poor and near-poor households through programs such as "Vietnam Health" and "School Health". 100% of poor children receive health monitoring, while the malnutrition rate has continuously decreased year after year, meeting the city's targets.

In the field of employment and vocational education, Hanoi continues to maintain many effective solutions to support workers, especially vulnerable groups. In 2024, the city created jobs for more than 225,800 workers; specifically, entrusted budget funds helped 53,826 workers find new jobs. Job fairs were vibrant, with more than 19,000 workers finding jobs after interviews, of which nearly 5,000 were sent to work abroad under contract. Thanks to coordinated efforts, the urban unemployment rate decreased to 2.54%, lower than the set target.

In the same year, the city's vocational education system enrolled 250,000 people, providing a high-quality workforce for the market. The percentage of workers with specialized technical training reached 74.25%, affirming that the quality of the capital's human resources continues to improve.

Achieving poverty reduction targets ahead of schedule.

Social security is a crucial pillar in poverty reduction efforts. Hanoi has fully implemented policies to support health insurance for 100% of people in poor and near-poor households; provide tuition fee exemptions and learning cost support for poor students; subsidize electricity costs and provide monthly social allowances; and offer visits and emergency assistance to victims of natural disasters and fires.

From 2022 to 2024, the city provided health insurance support to over 179,000 people from poor, near-poor, and middle-income households, with a total budget of over 137.8 billion VND. At the same time, emergency support programs were implemented promptly, helping people overcome difficulties after natural disasters, fires, and other serious incidents.

In 2024 alone, Hanoi completed 714 houses for poor and near-poor households to commemorate the 70th anniversary of the Liberation of the Capital, bringing the total number of houses supported during the 2022-2024 period to 3,520. This is an activity with profound humanitarian significance, strengthening the foundation for the poor to settle down, find employment, and rise out of poverty sustainably.

Besides budgetary resources, the movement to support the Fund for the Poor has spread widely. From 2021 to 2024, the Fund mobilized over 153 billion VND, contributing to the construction and renovation of over 1,800 houses, providing means of production, and offering emergency assistance to tens of thousands of poor people. Political and social organizations such as the Women's Union, the Farmers' Association, and the Youth Union also actively participated in activities such as loan programs, vocational training, housing support, and job creation. Policy credit capital plays a particularly important role in helping the poor and policy beneficiaries develop economically. From 2021 to 2024, the Hanoi Branch of the Social Policy Bank disbursed over 23,243 billion VND, supporting 458,575 households with loans. Total outstanding loans at the end of 2024 reached VND 16,567 billion, an increase of VND 6,401 billion compared to 2020.

This preferential loan program has yielded significant results: 4,001 poor, near-poor, and newly-escaped-poverty households have received production loans; 208,000 jobs have been created; over 118,500 households have received support for the renovation and construction of clean water and sanitation facilities; and hundreds of people serving prison sentences have had the opportunity to borrow capital to restart their lives. During the Covid-19 pandemic, this funding further demonstrated its humanitarian nature by supporting students in purchasing computers for online learning, assisting businesses in paying wages during work stoppages and restoring production, and helping thousands of private educational institutions overcome difficulties.

According to the review results, in 2022, Hanoi still had 2,134 poor households (0.095%); by 2023, this number had decreased to 690 households (0.03%); and by the end of 2024, the city will officially have no poor households. The sustainable poverty reduction target for the 2022-2025 period was therefore achieved one year ahead of schedule, affirming the outstanding efforts of the political system and the people of the capital city.

The number of near-poor households by the end of 2024 was 9,928, accounting for 0.43%, a remarkable achievement in Hanoi's social welfare landscape. Statistics show that upon transitioning to a two-tiered local government model (July 2025), 100% of the city's 126 communes and wards no longer have poor households, with 43 units having neither poor nor near-poor households. By September 2025, communes and wards in the area had further reduced the number of near-poor households by 103, significantly improving the lives of rural residents and creating a solid foundation for Hanoi to move towards inclusive and sustainable development.

The city has decided to continue promoting awareness campaigns to improve people's understanding of sustainable poverty reduction; refine conditional support policies; focus on supporting livelihoods and expanding production models suitable for each locality; and conduct annual reviews of poor and near-poor households, ensuring transparency and openness. Hanoi will also continue to improve the capacity of poverty reduction officials at the grassroots level; strengthen inspection and supervision; and promote the role of the Fatherland Front and socio-political organizations in monitoring policy implementation.

From a locality with over 3,600 poor households at the beginning of 2022, Hanoi has become a locality with no poor households by the end of 2024. This is proof of political determination, the right approach, and the unity of the entire political system and the people. Hanoi has not only achieved the goal of poverty reduction but also built an increasingly complete social security system, aiming for the highest goal: that all citizens benefit from the fruits of development and no one is left behind.
