Ung Hoa Commune: "No one will be left behind"

In sharing about the local social security work, Chairwoman of the Vietnam Fatherland Front Committee of Ung Hoa Commune Dang Thi Tuoi emphasized that supporting the disadvantaged does not stop at large programs or annual contributions, but most importantly, grasping each specific situation correctly, so that each support is timely and has practical meaning. According to Ms. Dang Thi Tuoi, the commune Fatherland Front always attaches importance to the review, assessment, and understanding of the actual situation of each household, because "only when going to the place, seeing with your own eyes, listening to the people's presentations can you see all the difficulties they are facing". From there, the commune can provide appropriate support levels, while mobilizing more community support.

A clear example of this approach is the case of Mrs. Nguyen Thi Tam's family in Xuan Tinh village, which was reviewed and assessed by the Commune Fatherland Front in 2025. Through the survey, the Village Front Working Committee recorded that Mrs. Tam, 60 years old, has no husband, no children, no stable job, and is living with her 82-year-old mother in a house of less than 30 square meters, built by her father. The house is seriously degraded: the walls are cracked, the tiled roof is leaky, the floor is sunken, and must be covered with a tarp to protect against the rain. Mrs. Tam is often sick due to bone and joint diseases, cardiovascular diseases, and is unable to repair or rebuild. The risk of insecurity exists every day.

Faced with that situation, on October 2, the Commune “For the Poor” Fund Mobilization Committee met, reviewed the documents and agreed to support 50 million VND from the commune fund to build a solidarity house for Mrs. Tam. The total construction cost of more than 115 million VND was mobilized from the support of the Front Work Committee, the mass organizations of Xuan Tinh village, and the contributions of working days, materials, and funds from relatives and villagers. The new house was completed, helping Mrs. Tam and her children have a safe and stable place to live before Tet comes.

Deeply moved by the concern shown by the government and the community, Mr. Nguyen Van Tap, representing Ms. Nguyen Thi Tam's family, expressed his gratitude to the city leaders, organizations, and the commune government. He also promised to preserve and use the house for its intended purpose and continue to encourage Ms. Tam to overcome her difficulties. According to Ms. Dang Thi Tuoi, this is the most profound humanitarian value of the Fatherland Front's "connecting love" work, ensuring that every person facing hardship feels the warmth of the community and the great national unity.

Over the past period, the social welfare policy system of Ung Hoa commune has been fully and promptly implemented, targeting the right beneficiaries. Just considering the activities of visiting and giving gifts during holidays and Tet (Lunar New Year), the locality has distributed hundreds of gifts to war veterans, policy beneficiary families, poor households, disadvantaged children, and victims of Agent Orange, with a total value of 1.536 billion VND. This is an important source of encouragement, demonstrating the gratitude and responsibility of the commune towards policy beneficiaries.

In addition, the commune used the “For the Poor” Fund to support 2 households to escape poverty with 4.8 million VND and supported the construction of 7 solidarity houses worth 173 million VND for households with special difficulties. Humanitarian and sharing activities continued to be maintained through supporting humanitarian booths with an amount of more than 174 million VND.

In response to the 2025 Humanitarian Month, the Vietnam Fatherland Front Committee of the commune coordinated a program to donate gifts to poor households, near-poor households, and households with particularly difficult circumstances. They distributed 52 gift packages worth 52 million VND from the higher-level Fatherland Front and 285 gift packages worth over 280 million VND from the commune's "For the Poor" Fund. In addition, the commune provided emergency assistance of 17 million VND to 4 needy households and presented a savings account worth 3 million VND to a young man with particularly difficult circumstances who was enlisting in the military.

Not only taking care of material life, the commune also focuses on supporting means of livelihood. In major programs during the year, the commune has donated 5 electric motorbikes, 6 breeding cows, 2 sewing machines, contributing to helping poor and near-poor households have means of doing business, stabilizing income and moving towards sustainable poverty escape.

Social welfare activities are also clearly demonstrated through caring for disadvantaged children, especially during community events, summer holidays, and Children's Day. Political and social organizations have raised over 55 million VND to sponsor children; donated 52 gifts worth 26 million VND to disadvantaged members; and raised an additional 78 million VND to donate over 160 gifts on July 27th.

During the campaign period of the "Month of Action for the Poor and Social Welfare" (October 17 - November 12) alone, the commune raised 408 million VND. "This is strong evidence of the spirit of 'mutual support,' affirming the central role of the Fatherland Front in promoting community strength," emphasized Dang Viet Dong, Deputy Secretary of the Commune Party Committee.

The achievements are the result of "the strength of national unity," thanks to the close coordination between the Party committee, the government, the Fatherland Front, and the unanimous support of the people. Accordingly, every cadre, Party member, Youth Union member, association member, and citizen of Ung Hoa always upholds the tradition of mutual assistance; actively supports the "For the Poor" Fund, creating resources to care for social welfare in 2026, especially during the Lunar New Year, with the determination to "leave no one behind."

Focus resources on supporting disadvantaged households.

Alongside direct support, Ung Hoa commune is strengthening sustainable poverty reduction programs. According to the Chairman of the People's Committee, Nguyen Duc Binh, the locality is seriously implementing the review of poor and near-poor households; deploying preferential loan programs through the Social Policy Bank, creating conditions for people to develop production. As a result, many households have begun to shift their livelihoods, investing in small-scale production, service businesses, and sustainable livestock farming and crop cultivation.

The outstanding achievements of Ung Hoa commune in recent times demonstrate the synchronized, decisive, and responsible efforts in caring for the people's lives, strengthening national unity, and building a civilized new rural area. The concerted efforts of the entire political system and the compassionate spirit of the community have brought about significant changes: hundreds of poor and near-poor households have received support; dozens of welfare projects have been built; many means of livelihood have been provided to the people; and the living environment is becoming increasingly green, clean, and beautiful.

In the coming period, Ung Hoa will continue to maintain its goal of comprehensive development, placing the people at the center of all policies. With the spirit of great solidarity continuing to be promoted and social resources effectively mobilized, the locality has every reason to become a "rich, beautiful, modern, civilized, and compassionate" commune, as envisioned by the Party Committee and people of Ung Hoa.

According to Nguyen Tien Thiet, Secretary of the Ung Hoa Commune Party Committee, along with the effective implementation of social welfare policies, the key task for sustainable poverty reduction is creating stable livelihoods through job creation and improving the quality of vocational training. In this spirit, the commune has determined that vocational training must be closely linked to the actual needs of the labor market and the strengths of the locality, especially traditional crafts, commercial services, and high-tech agricultural production. The commune has reviewed and updated the vocational training needs of rural laborers, especially young people, women, and laborers from poor and near-poor households; at the same time, it has strengthened coordination with high-quality training institutions in the city to open suitable vocational training classes such as sewing techniques, mechanical repair, agricultural product processing, livestock techniques, e-commerce, etc.

Beyond just training, Ung Hoa also focuses on connecting labor supply and demand to ensure people find employment immediately after completing their vocational training. The commune collaborates with businesses to recruit directly in the locality, assisting with paperwork and procedures, and providing job counseling for hundreds of workers each year. Models linking cooperatives, production groups, and businesses are also expanding, giving people more opportunities for local employment with stable incomes.

In addition, the locality actively supports preferential loans for poor and near-poor households and newly trained workers through the Social Policy Bank, helping them to invest in production and expand their businesses. Nguyen Tien Thiet, Secretary of the Ung Hoa Commune Party Committee, emphasized that the commune's highest goal is to help people "create jobs, find employment, and increase their income," gradually stabilizing their lives and achieving sustainable poverty alleviation...
