This is an annual activity, upgraded in scale and complexity each year, to evaluate and improve the effectiveness of responding to emergency situations that may occur in port operations.
This year's drill scenario was based on highly realistic hypothetical situations. Specifically, at the Tien Sa port area, a ship lost control, became unable to maneuver, and collided with pier number 5 , spilling approximately 5 tons of diesel fuel. The ship tilted at a 15-degree angle, posing a risk of sinking and causing an oil spill. An electrical short circuit occurred in the engine room, posing a fire and explosion risk if not addressed promptly. During the repair process, one crew member slipped and fell into the water. This situation required seamless, precise, and professional coordination from all participating forces.
As soon as the simulated incident was signaled, the maritime response force, consisting of ST750 boats (Sea Team 01), CĐN tugboats (Sea Team 02), and Junior boats (Sea Team 03), approached the incident scene and coordinated the search for the person who fell into the water. The Sea Team provided first aid to the victim and used the ST750 boats to bring the victim ashore, handing them over to medical personnel on shore for timely treatment.
At the same time, Sea Team 02 mobilized the use of tugboats to deploy and organize fire fighting on the distressed ship. Coordinated with Sea Teams 01 and 03 to approach the scene to quickly extinguish the fire, ensuring security and safety in the underwater area of the wharf.
Shore Team 02 deployed security forces to cordon off and protect the scene, preventing unauthorized personnel from entering the incident area. During the response to the distressed vessel, the Marine Team promptly detected the fire on board. Upon discovering the fire, the Command Center dispatched tugboats to coordinate with the ST 750 and Junior patrol boats to approach and extinguish the fire, as well as establish a safety corridor, ensuring the safety and security of the underwater area around pier number 5. Simultaneously, Shore Team 02 urgently deployed fire trucks and reinforced onshore forces, using available equipment and pumps to assist the Marine Team in extinguishing the fire on the distressed vessel. Given the rapidly escalating fire, the Command Center deployed additional forces both onshore and underwater (using tugboats) to approach, focus on extinguishing the fire, and rescue people and property.
Oil containment booms have been launched, and specialized vessels have been mobilized to contain and collect the assumed oil spill into the marine environment. Environmental pollution control and treatment work has been carried out urgently, methodically, and in accordance with technical procedures.
Mr. Le Quang Duc, Deputy General Director of Da Nang Port, emphasized: “Today's drill is not only an opportunity for us to review and reassess our response procedures and plans, but also a valuable chance to strengthen the cooperative relationship between the Port and relevant authorities in the area. The seamless coordination between the forces is a key factor in determining success when facing real-life incidents.”
The success of this morning's drill once again affirms Da Nang Port's strong commitment to prioritizing port safety, security, and environmental protection. This activity not only helps Da Nang Port meet international maritime safety standards (ISPS Code) but also contributes to building the image of a modern, professional, and responsible seaport.
