President Luong Cuong issued Decision No. 2360/QD-CTN on December 9, 2025, awarding the Medal of Courage to two citizens of the Ly Son Special Zone, Quang Ngai province.
Accordingly, Mr. Phan Duy Quang, from Tay An Vinh village, and Mr. Le Van Sanh, from Tay An Hai village, Ly Son Special Economic Zone, were awarded the Medal of Courage for their acts of saving people during Typhoon No. 13.

Previously, Mr. Cuong and Mr. Sanh were awarded certificates of merit by the leaders of Ly Son special zone.
At 3 PM on November 6th, due to family conflict, Mr. Duong Quang Cuong (residing in the Ly Son Special Economic Zone) went to the Ly Son port area and jumped into the sea to commit suicide. Upon discovering the incident, Mr. Le Van Sanh and Mr. Phan Duy Quang used a small boat to try and rescue him. Due to the strong waves and wind, all three were unable to paddle the boat back to shore.
Immediately afterwards, the authorities in Ly Son mobilized the Thanh Tam vessel (VT0035), captained by Mr. Dang Van Thanh (53 years old), to conduct a search, but without success. By the evening of November 6th, the search had to be temporarily suspended due to strong winds and high waves in the waters off Ly Son.
On the morning of November 8th, while en route from Vinh Tan port (Lam Dong province) to Son Duong port (Ha Tinh province) to unload cargo, the Hai Nam 39 vessel (Vietnamese nationality) rescued Phan Duy Quang in the waters off Gia Lai province. He was in slightly weak health but had a stable mental state.
Following Quang's guidance, at 4:15 PM on the same day, the An Vinh Express speedboat spotted and rescued Le Van Sanh while he was swimming in the sea in a state of near exhaustion.
At around 6 PM that same day, Mr. Cuong called his relatives and reported that he had been rescued by a fishing vessel with the registration number QB 92198 TS from Quang Binh province, approximately 30 nautical miles from the Ly Son Special Economic Zone.
