Two people honored to receive the Medal of Courage are Mr. Phan Duy Quang (Tay An Vinh village) and Mr. Le Van Sanh (Tay An Hai village), Ly Son special zone.

Earlier, on the afternoon of November 6th, while Typhoon No. 13 was making landfall in the East Sea, Mr. Duong Quang Cuong (44 years old) from Tay An Vinh village jumped into the sea from the Ly Son pier for family reasons. Subsequently, Mr. Le Van Sanh (37 years old) from Tay An Hai village and Mr. Phan Duy Quang (47 years old) from Tay An Vinh village used a small boat to rescue the man who had jumped from the pier.

After rescuing Mr. Cuong, the three were unable to paddle their boat back to shore due to rough seas. Although search efforts by local authorities and fishermen from Ly Son Island were successful, the strong winds and high waves caused all three to drift at sea. Fortunately, after two days adrift, all three were rescued.
The courageous acts of Phan Duy Quang and Le Van Sanh in rescuing people have been deeply admired by authorities and the public, becoming a shining example of humanity during a major storm, demonstrating a willingness to sacrifice oneself to help others in times of difficulty and hardship.
On December 9, 2025, President Luong Cuong signed a decision to award the "Medal of Courage" to the two men.
