The master plan forecasts that by 2050, Hai Phong will have approximately 9.73 million inhabitants, aiming to become a modern, civilized, ecological, and livable industrial port city of regional significance in Southeast Asia.

On the afternoon of December 10th, at the regular year-end session of 2025 (32nd session), the Hai Phong City People's Council passed a resolution approving the proposal of the City People's Committee on the establishment of the Hai Phong City Master Plan until 2050, with a vision to 2075.

The development of the Hai Phong City Master Plan until 2050, with a vision to 2075, is an objective and urgent requirement to guide spatial organization, invest in the development of synchronous infrastructure, and improve urban management capacity in the context of the city having been merged from two administrative units, consolidating all spatial strategies, infrastructure, population, and land use on a new city scale.

Development needs and new national projects such as Gia Binh Airport, the Lao Cai - Hanoi - Hai Phong railway line, the Hanoi - Gia Binh - Ha Long railway line... and key projects of the city have emerged.

By 2050, the goal is to develop Hai Phong into one of the nation's main growth poles, a leading international industrial, logistics, and seaport center in Southeast Asia, and a key growth hub for the country.

According to the Hai Phong City People's Committee, the planning perspective is to maximize the potential and advantages of the port city and regional economic center; expand development space, rationally organize urban-industrial-service-agricultural space; and link industrialization and modernization with coastal urban development.

Developing culture in parallel with the economy, upholding the tradition of "Heroic Port City and the culturally rich Eastern region," prioritizing investment in education and training, healthcare, and social welfare, ensuring that all citizens have access to and benefit from the fruits of development.

Ensuring harmony between urban and rural development, between economic growth and socio-cultural development, environmental protection, and adaptation to climate change. Developing and expanding the city in parallel with the efficient and economical use of land resources, ensuring strong national defense and security. Planning includes strategic directions for short-term and long-term periods, with a vision of 50 years and over 50 years.

The goal by 2030 is to develop Hai Phong into a regional and international center for marine tourism, culture, and heritage, with distinctive tourism products linked to its cultural and historical identity, marine and rural resources; to become a modern, civilized, ecological, and livable industrial port city of regional significance in Southeast Asia; and to be a pioneer in industrialization, modernization, digital transformation, green transformation, and innovation, fundamentally meeting the key criteria of a special urban area.

By 2050, Hai Phong will be developed into one of the nation's main growth poles, a leading international industrial, logistics, and seaport center in Southeast Asia, and a key growth hub for the country.

By 2075, Hai Phong aims to become an integrated economic hub capable of directly competing with other coastal development centers in Asia, a national model city for urban spatial management, resource protection, and balanced development between people, nature, and technology.

The city's total population is projected to reach approximately 6.33 million by 2035 and around 9.73 million by 2050.

The total land area for construction in the city is projected to be approximately 142,000 - 150,000 hectares by 2035; and approximately 175,000 - 195,000 hectares by 2050...
