Chairman of the City People's Council Le Truong Luu delivered the opening speech at the meeting.

At the People's Council meeting, the following groups of contents will be considered and discussed in depth: Reviewing reports of the Standing Committee of the People's Council, the People's Committee and the city's judicial agencies, ensuring comprehensive and objective assessments; giving opinions and resolutions on contents presented at the meeting in the following areas: budget, public investment, social security, environment, national defense, career conversion, financial mechanism, health service prices, agricultural - aquatic product policies, planning, urban management and decentralization of revenue sources and expenditure tasks; ensuring strictness, synchronization and feasibility in implementation.

Speaking at the opening of the session, Chairman of the City People's Council Le Truong Luu emphasized that in 2025, the world and regional situation will continue to have many new, complicated and unpredictable developments, with many difficulties and major challenges; the domestic situation in general and Hue city in particular will face many difficulties and obstacles; natural disasters and floods will develop complicatedly, deeply affecting socio-economic development, production and business activities and people's lives; in that context, with the strong direction of the Central Government, the Standing Committee of the City Party Committee, the attention and support of ministries, branches and localities, the spirit of solidarity and efforts of the political system, and the support of the people, we have achieved many important results in the fields of economy, culture - society, national defense, security, foreign affairs, and ensuring people's lives. The activities of the Standing Committee of the City People's Council, the Committees and delegates of the City People's Council have many innovations, promoting well the functions of supervision and criticism.

In addition to the achieved results, Mr. Le Truong Luu said that the city still has some difficulties and problems that need to be focused on solving in the coming time, such as: the progress of public investment disbursement in some areas is still slow; compensation and site clearance work is still stuck; the impact of natural disasters is prolonged; the operation of the two-level government model is still inadequate; the progress of implementing 3 national target programs has not met the requirements.

“Based on an objective assessment of the socio-economic situation in 2025, I propose that delegates continue to consider and resolve key solutions to create a solid foundation for 2026; strive to maintain a high growth rate, aiming for a double-digit growth target according to the Central Government's orientation, along with ensuring macroeconomic stability, sustainable development, improving people's quality of life and urban competitiveness,” Mr. Le Truong Luu emphasized.

Delegates attending the meeting

During the morning session, the 11th session of the City People's Council focused on listening to many important reports.

Accordingly, Chairman of the City People's Committee Nguyen Khac Toan presented a summary report on the implementation of the socio-economic development plan for 2025 and orientations for 2026, clearly stating the progress of the city's key programs. The leader of the Vietnam Fatherland Front Committee of the city informed the situation of the great national unity bloc and conveyed recommendations to the City People's Council and People's Committee.

In the supervision and explanation content group, the leaders of the City People's Committee will report on the reception and response to voters' recommendations at the 10th Session; the leaders of the City People's Council will present the results of supervising the settlement of these recommendations.

Delegates also heard reports on the trial situation in 2025 and key tasks in 2026; reports on inspection work and directions for 2026. Along with that were reports on the inspection of the fields of culture - society, economy - budget, urban areas, and law.
