According to this decision, the Scientific Council for evaluating the planning for the preservation, restoration, and rehabilitation of the Hue Imperial Citadel Complex consists of 20 members, chaired by Deputy Minister of Culture, Sports and Tourism Hoang Dao Cuong; Associate Professor Dr. Le Thi Thu Hien, Director of the Department of Cultural Heritage, serves as Vice-Chairperson, along with many council members from central ministries, agencies, and Hue City.

Over the past period, many relics belonging to the Hue Imperial Citadel Complex have been restored and renovated to enhance their heritage value.
The Council is tasked with appraising the conservation, restoration, and rehabilitation plan for the Hue Imperial Citadel Complex up to 2030, with a vision to 2050; compiling and reporting the results to the Ministry of Culture, Sports and Tourism for consideration and decision. The Council is responsible for its assessments and conclusions and will dissolve itself after completing its nhiệm vụ.
The establishment of the Scientific Council for evaluating the planning for the preservation, restoration, and rehabilitation of the Hue Imperial Citadel Complex until 2030, with a vision to 2050, is of particular importance to the work of preserving and promoting the value of Hue's heritage.
The establishment of the Council demonstrates the strong commitment of the Ministry of Culture, Sports and Tourism and the city of Hue to protecting the Hue Imperial Citadel Complex. This not only preserves the unique historical, architectural, and artistic values of the imperial court but also creates a foundation for the economic, cultural, and tourism development of the locality. This is considered one of the key tasks to help Hue continue to affirm its position as a "heritage city," a distinctive cultural center of Vietnam and the region.
The Hue Imperial Citadel Complex comprises numerous historical and cultural relics built by the Nguyen Dynasty between the early 19th and the first half of the 20th centuries. Most of these relics are currently managed by the Hue Imperial Citadel Conservation Center and were recognized as a World Cultural Heritage site by UNESCO in 1993. The Hue Imperial Citadel Complex has been ranked by the Prime Minister as one of the 130 most important national relics.
