Overcoming difficulties to break through in 2025

According to Secretary Nguyen Dinh Trung, 2025 continues to be a challenging year, with complex fluctuations in the world and regional economy and politics , and extreme natural disasters occurring on a large scale. Floods lasting from late October to early November caused severe damage to life and production, directly affecting the progress of many development projects.

However, "The Party Committee, government and people of the city have joined hands and united to overcome difficulties, promptly overcome the consequences of natural disasters, and soon stabilize people's lives," emphasized Secretary of the City Party Committee Nguyen Dinh Trung.

According to the head of the City Party Committee, these results create an important foundation for Hue to enter a new development phase with "a proactive, confident and ambitious mindset".

Secretary of the City Party Committee Nguyen Dinh Trung pointed out that, in addition to the achieved results, the city still has many limitations that need to be overcome soon. These include the small scale of the economy , difficulties in industrial production; slow disbursement of public investment capital; the implementation of three national target programs has not met the progress schedule; some large projects are still stuck in site clearance; investment preparation work is still slow. The operation of the 2-level local government model, an important institutional shift, still faces many difficulties.

Seven key tasks

Based on the Resolution of the 3rd Conference of the 17th City Party Executive Committee, the Central's guiding viewpoints and the practical requirements of the city, Secretary of the City Party Committee Nguyen Dinh Trung requested the City People's Council, People's Committee and agencies, units and localities to focus on implementing well seven key tasks.

Firstly, delegates need to focus on discussing and analyzing the achievements and limitations, difficulties and obstacles in the implementation of the resolutions of the City People's Council. At the same time, review all targets for 2025, especially slow or unachieved targets, to have correct decisions, propose drastic and timely solutions right from the first day and month of 2026; not leave any gaps in leadership; clearly define collective responsibility and responsibility of the head of each unit.

Second, urgently concretize the Resolution of the 17th City Party Congress into each resolution, project, mechanism and policy of the People's Council; ensure there is no delay between resolution and action; between political determination and practical results. At the same time, pay attention to regimes and policies to improve the quality of life of the people in all aspects. Strengthen the quality of the review of contents presented at the meeting to ensure that resolutions are issued with the right authority, in accordance with the law and close to reality.

Third, focus on reviewing and adjusting the Hue City Planning for the period 2021 - 2030, with a vision to 2050; the city's general urban planning until 2045, with a vision to 2065 and related plans, ensuring consistency and conformity with the city's heritage urban, green urban and smart urban development orientations and completing before December 31, 2025 in accordance with the direction of the Prime Minister. Speed ​​up site clearance, compensation and resettlement support; remove difficulties and obstacles, especially for key projects. Effectively implement the 2026 medium-term public investment plan; prioritize strategic projects, avoid spreading; focus resources on transport and urban infrastructure... Strictly implement regulations on land recovery for projects that do not put land into use or are slow to put land into use according to the provisions of the 2024 Land Law.

Continue to restructure budget revenue and expenditure, improve the efficiency of budget management, allocation and use; prioritize development investment expenditure, especially key and urgent projects. Synchronously deploy tax management measures; enhance the exploitation of current revenue sources, e-commerce business...

Fourth, the City People's Council needs to continue to strongly innovate its working methods, improve the quality of discussion and questioning so that each resolution issued by the People's Council is always close to reality, aiming at specific and measurable results, clearly identifying people, clearly identifying work, clearly identifying responsibilities, and clearly identifying results. Strengthen supervision of the implementation of issued resolutions; promptly remove difficulties and obstacles at the grassroots level; truly be a bridge between the Party, the government and the people. At the same time, promote information and propaganda work to create high consensus among the people.

The City People's Committee urgently directs the serious and effective implementation of the resolutions after they are passed, ensuring that the resolutions are truly put into practice and bring practical results to the people.

Fifth, focus on carefully preparing conditions for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term in accordance with the direction of the Central Committee and the Standing Committee of the City Party Committee. Strengthen dialogue with the people; promptly resolve voters' petitions; proactively inform and refute wrong views; maintain political and social stability and the investment environment.

Sixth, Hue is entering a new development phase with higher requirements, requiring discipline, responsibility, innovation and substantive action. The activities of the two-level local government must operate effectively and efficiently; education and health must become the driving force for human development; all decisions must aim at improving the quality of life of the people. The targets set for 2026 as well as the entire period of 2025-2030 are quite high, especially the double-digit growth target, which is a big challenge; therefore, it requires the entire political system to have high determination, great efforts and drastic actions to successfully implement the set goals and targets.

Seventh, in the context of the recent floods that have greatly affected people's lives and as the new year 2026 is approaching, Party committees, authorities, the Fatherland Front and socio-political organizations at all levels continue to pay more attention to social security work, ensuring that all people are taken care of, especially poor households, near-poor households, the vulnerable, the elderly and children in especially difficult circumstances so that everyone and every family can enjoy a warm and happy Tet.
